What the role is

- Formulates, plans and reviews the budgetary needs over a medium-term period for negotiation with Ministry of Finance (MOF) to ensure adequate government funding.

- Ensure smooth operations of PA investments and assist in providing secretariat support to the PA Investment Advisory Committee (IAC)

  • Prepares budget submissions to MOF in accordance to budget management framework for medium term requirements, including reinvestment funding proposals.
  • Implements and reviews budgeting policies and procedures to ensure they remain relevant to changing circumstances.
  • Liaises with Ministries, government agencies and PA Divisions on implementation of new government initiatives and budgeting policies. 
  • Allocates budget and ensures that operating expenditure is within budget provision.
  • Provides timely budget utilization and status reports to enable PA Divisions to monitor spending and budget position.
  • Provides guidance to PA Divisions on budgeting policies and procedures to achieve operational efficiency and ensures adequate compliance and control.
  • Provides secretariat support to IAC.
  • Monitors and reports on the appointed fund managers’ portfolio performance.
  • Prepares investment schedules and ensures accurate bookkeeping in compliance to Statutory Board Financial Reporting Standards.
  • Computes dividend payable to Ministry of Finance in accordance with Capital Management Framework.
  • Reviews and manages PA's fees and charges framework

Education
Professional Certification in Accountancy or other relevant qualification. Certified Accountant will be an advantage.

Experience
Two years of experience in finance or accounts, with experience in investment or secretariat role will be an advantage.


Others
Strong analytical and problem-solving skills. Self-motivated with good written and verbal communication skills.

Successful candidates will be given a 3-year contract.
