What the role is

Manager (Admin & Operations) is a key member of Chingay Organising Team in Arts & Culture Division. He/She assists in the building and deepening of relationship with Chingay partners, stakeholders, volunteers and supporters to achieve the smooth organisation of the Chingay and to serve PA’s mission to spark and nurture community participation for a caring and united Singapore

He/She is responsible for the planning and execution of Chingay and other assigned ACD Projects in the areas of technical, logistics and physical arrangement. He/She manages related procurements under his/her work scope and performs contract management according to government procurement rules and provides project management support such as monitoring deliverables, timeline, workflows, permits application and ensures site safety and cleanliness. He/She will work with external vendors to resolve technical issues, and also explore ideas based on the creative concept of Chingay Artistic Director.

He/she may be required to support Volunteer Management which is under the purview of Admin & Operations Team. He/she will also act as the Production Manager of performing groups to assist them in the production of Chingay performance.

Manager (Admin & Ops) will also be responsible for the management of ACD’s storage and its inventory as part of logistics support towards the division.

In addition, he/she will support Assistant Director (Admin & Ops) and Senior Manager (Admin & Ops) in management of events and coordination of other ACD and PA projects.

Key duties and responsibilities that need to be performed to meet the primary objective of the job.  This will include:

  • Serve as Relationship Manager to build good rapport and nurture strong support with Chingay partners, stakeholders, volunteer performers and supporters.

  • Responsible for the planning and execution of Chingay and other assigned ACD Projects in the areas of technical, logistics and physical arrangement including gallery stand, staging, multimedia projections, sound & lighting, fireworks and effects, props, general logistics such as tentages, table and chairs, manpower and lorry transportation.  The work includes but not limited to:

      Procurement and Contract Management

  • Conduct market research prior to procurement to identify and recommend innovative design solutions that meet creative and production requirements — with a focus on complex, first-of-its-kind performance structures featured in Chingay.  

  • Prepare tender publications and evaluation matrices for goods and services, ensuring adherence to government procurement guidelines for all technical, logistics, and physical arrangements. 

  • Provide budget estimation and management.

  • Manage and monitor contract deliverables, and responsible for timely documentation including submission for contract variations.

  • Supervise all rectification works by the contractors and ensure the satisfactory handing over of event site.

      Project Management

  • Prepare technical and design drawings of all physical and logistic set-up arrangements for Chingay and other ACD events, including visuals and route map for Chingay.

  • Co-ordinate with other committees, Community Development Councils and other public or private sector on their requirements and planning for events.

  • Liaise with the relevant government agencies such as the National Parks Board, Traffic Police, SPF, NEA, BCA, URA, SLA and PUB when necessary, to facilitate physical and logistical works under area of responsibilities and to obtain all necessary permits for the event.

  • Serve as liaison between technical and non-technical units to ensure that all targets and requirements are met without hindering/disrupting parade operations.

  • Supervise appointed vendors and contractors in provision of technical, logistics support and physical arrangements including the set up and tear down of Chingay rehearsal and show as well as other assigned ACD events in a safe and cost-effective manner according to timeline.

  • Track tasks and milestones across all parties, including vendors.

  • Check on the safety requirements of all physical structures and ensure that they comply with all public safety regulations and all permits are applied and obtained.

  • Manage the risk assessments for appointed vendors.

  • Perform site inspection and conduct meetings to resolve issues pertaining to the works on site.

  • Act as Production Manager for Chingay performing groups, whose role include sourcing and recruitment for participation, overseeing all aspects of the groups’ participation in the parade ranging from costumes, props, choreography, rehearsals and administrative support and budget management.    

  • Responsible for the management of ACD’s storage and its inventory as part of logistics support.

  • He/she may be required to support Volunteer Management which is under the purview of Admin & Operations Team.  The Admin & Operations Team recruit and manage about 1,500 volunteers to support parade operations.

Others             

Outgoing and sociable character; meticulous, take initiatives and strong in contract and project management; able to work independently in a fast-paced environment; preferably with knowledge of stage design, stage props, sound and lighting effects

Successful candidates will be given a 3-year contract.
