What you will be working on

Responsibilities: OVERSIGHT OF BUDGET & FINANCE MANAGEMENT SECTION - Oversees and provides guidance to officers in the Budget and Finance Management section. - Manages staff in the section which includes motivating/ coaching/ mentoring/ performance review/ dialogue/ career development guidance/ routine administrative responsibilities (e.g. leave and course approvals), and other HR issues. - Ensures that the team receives good career development opportunities and guidance FINANCIAL ADMINISTRATION - Manages the day-to-day operations of the financial administration matters of the Ministry (payments, receipts, journals etc.); - Perform periodic data analytics of collections and payments, review and highlight exceptions. - Attends to auditors’ queries on an ad-hoc basis; - Monitors unclaimed monies and arrears; - Ensures that the payments/receipts/journals are processed in a timely manner and to alert the management of any exceptions/red flags; - Periodic financial performance reporting to management. FUNDING / BUDGET MANAGEMENT - Monitors the budget utilizations; - Ensures that budget utilization targets are met, financial discipline is instilled in the spending of public monies; - Review of funding papers and agreements ASSURANCE - Ensures that there is financial accountability in the usage and spending of funds entrusted to the ministry; - Ensures proper financial control in place.

What we are looking for

Key competencies required [Governance & Risk Management] The knowledge of and ability to apply internal control frameworks, regulations, policies and risk management strategies to strengthen how the organisation is governed and controlled. [Budget Planning and Administration] The ability to execute activities relating to short term and long term budget planning and administration to support the operations and strategic outcomes of the organisation. [Financial Reporting] The ability to prepare financial statements by applying the right principles, standards and appropriate accounting treatments, such as cash basis for Ministries and accrual basis for Statutory Boards, in the preparation of financial statements. [Financial Operations & Controls] The knowledge of and ability to apply prevailing principles, policies, laws and regulations (such as Finance Procedures Act, Revenue Recognition Framework, relevant Instructional Manuals, Financial Circulars, Finance Circular Minutes and other applicable laws, regulations and internal and finance guidelines) in the execution of financial operations and management. This includes the management and monitoring of service providers / contracts through service-level agreements / terms and conditions with clearly defined performance measurements. [Systems and Data Management] The ability to administer financial operations by using relevant knowledge and applying financial accounting systems, management reporting systems, e-transaction portals and other IT systems and software. Other Requirements - Qualification in Finance, Accountancy, Economics or a related field - At least 3-7 years of experience in finance, accounting or a related field - Proven track record in financial reporting, budgeting and analysis - Experience with financial software such as examples, NFS@Gov - Advanced Excel and data analysis skills - Good understanding of financial principles, practices and regulations, preferably in the public sector - Proficiency in financial modelling and reporting - Effective communication and interpersonal skills - Meticulous attention to detail and accuracy in work - Knowledge of funding/ costing models (e.g. cost-benefit analysis, activity based costing, etc) The selected candidate will be offered a role that will commensurate with his/her years of relevant experience. Successful candidate will be offered a one-year contract in the first instance. #LI-SW1
