As a Senior/Application Analyst, you will be joining a team of Digital Services Specialists within Infotech and Digital Transformation Department to drive digitalisation in PUB. You will be working in a team providing analysis, support, and maintenance of key public facing application systems in PUB. You will have the opportunity to work closely with various external parties (e.g. vendors, public agencies) and internal stakeholders in PUB to manage, design and develop systems that support organisational needs.

• Manage and work with vendors to implement digital services systems such websites, e-services, Building Plan Submission System, conduct application testing, application updates, to ensure the project is implemented within budget and in accordance to schedule and compliance requirements. • Understand PUB’s business processes and work closely with users to review business processes for tighter ops-tech integration and identify opportunities to streamline operations and design end-to-end digital solutions. • Provide advice and assistance to users to identify relevant and appropriate digital solutions, as well as options to integrate technical and application components to identify solution to serve PUB’s customers and partners better and ensure a good user experience. • Monitor the performance of the system and work with relevant stakeholders and vendors to troubleshoot any issues surfaced in the production environment and handle all aspects of incident response and implement vulnerability mitigation measures. • Carry out security and risk assessment and checks to ensure security controls are in place and are functioning properly. • Support documentation management of key workflows, functional and technical requirements for digital services systems • Handle audit queries and ensure audit and security compliance are met.

• Tertiary qualification in preferably Computer Science, Engineering or related technical discipline. • Min of 3 years working experience in application development and managing IT projects • Good understanding of Software Development Lifecycle • Detail-oriented and maintain a high level of ownership with good ability for problem-solving, self-motivated and a keen learner • Be able to communicate well and is a team player • Work well under pressure and tight deadlines • Experience in the following areas would be an added advantage: o Experience/Knowledge in Cloud, microservices architecture and container technologies, etc o Experience/knowledge in Scrum /DevOps concepts • Familiar with Government Instruction Manual on IT Management (IM8) management policy as well as cybersecurity guidelines to ensure that the development processes, procedures, and systems are designed in compliance to these policies and guidelines is an added advantage.
