What the role is

To support national social and economic objectives through public housing policies and programmes in the areas of HDB estate upgrading and rejuvenation, as well as meeting the housing needs of vulnerable groups, including low-income families and the elderly. This will involve working with key stakeholders within and outside of government on key policy positions, administrative flexibilities and handling of appeal cases. The key responsibilities are: a) To formulate and review HDB’s estate upgrading and rejuvenation policies and programmes to improve the living environment and maintain the high liveability of HDB flats; b) To manage the distribution of Government resources for estate upgrading and rejuvenation at the national level across estates, and guide implementation of the projects on the ground; c) To ensure that public rental housing remains an accessible and affordable safety net for those without other housing options, and work with social agencies to help tenants eventually progress to homeownership; and d) To explore and expand the housing options for seniors, including working with other infrastructure and social agencies to design new housing-plus-care models.

What you will be working on

In this role, you will get to tackle diverse challenges, addressing issues straddling national priorities as well as localised ground concerns. Officers can also look forward to opportunities related to policy making, public communications, speech writing and inter-agency projects.

What we are looking for

Interested applicants should possess strong analytical skills and excel in navigating complex issues with sharp policy acumen. These include analysis and distilling trade-offs in diverse areas such as urban planning and social considerations, economic and fiscal analysis, as well as quantitative and qualitative research. Applicants should be strong team players and comfortable driving discussions and negotiations with other agencies. It would be a plus for applicants to be comfortable with data analytics.
