The Civic District Co-Location Project (CDCP) is a new mixed-use development at Hill Street for public agencies. The Deputy Director, CDCP Office will lead a team to plan and gather building, IT and operational requirements from the agencies housed in the development.

What the role is
What you will be working on
As the DD, you will need to work with these public agencies, stakeholders, consultants and contractors to conceptualise the spatial requirements, IT initiatives and drive adoption of IT solutions. You will be involved in the whole project work cycle from project planning, budgeting, tender calling, supervising a team of consultants and contractors and managing the project expenditures. You will be part of the team to develop the IT infrastructure to support the IT processes and future business needs, implement IT networks and systems integration plans.
You will be expected to work closely with stakeholders from MDDI and other Ministries to ensure continuity of operations and incident management. You will support the development of systems to aid sensemaking and decision-making during operations.
As part of the team, you will also oversee admin matters, project planning and budget management of the project. In addition, you may be required to perform secretariat duty for steering committee meetings.
You should have strong stakeholder engagement skills, write well and understand operational needs.
• Lead and oversee agencies’ project requirements
• Work with stakeholders on the design, physical layout and fitting of the facilities to suit operations workflow needs
• Manage changes necessary to meet regulatory requirements
• Engage agencies on spatial and IT needs, including data centre and communication requirements
• Support building design consultancy, implementation of systems and network infrastructure that are secure, resilient and efficient
• Consolidate and harmonise agencies’ user requirements
• Resolve conflicting user requirements and lead the consultants to deliver optimal solutions
• Build and maintain strong relationships with internal and external stakeholders
• Oversee construction and building tender documents with procurement teams, evaluating tender proposals and securing budget and resources
• Facilitate certification of payments in relation to the contracts
• Manage and liaise with multi-disciplinary teams to ensure that projects are delivered in a safe, cost-effective and efficient manner
• Exercise oversight over project timelines and budgets and provide timely updates and escalation of issues
• Report project status, metrics and risks to leadership and stakeholders
• Plan for transitions from existing to new premises
• Oversee post-construction defects management, ensuring all issues are addressed promptly
• Oversee administrative functions, including office administration, procurement and budget management, adhering to organisational procedures

What we are looking for
• Background preferably specialisation in civil or electrical engineering, information technology (IT), computing or construction management related field
• At least 10 years’ experience and supervisory experience in engineering project development or related position in the government and construction sector
• Knowledge of construction industry practices and management processes, data centre standards, relevant rules, regulations and quality standards related to building IT and communication systems implementation
• Preferred experience in managing large-scale projects with multiple stakeholders and in the development of operational systems
• Experience in operations planning and development, or emergency preparedness is useful
• Ability to coordinate, organise and prioritise
• Ability to grasp and communicate concepts and good report writing skills
• Leadership skills and problem-solving aptitude
• Strong interpersonal skills and ability to engage and influence stakeholders
• Willingness to learn and take on a diverse range of work
