What the role is
What you will be working on
The jobholder will be part of a dynamic team that champions the curation of high-quality capability development milestone programmes for high-performing Public Service officers in the Singapore Government Infrastructure & Environment (I&E) Sector. In doing so, the jobholder will have the opportunity to engage high-level stakeholders, including Political Officer Holders (POHs)and Public Service Leaders (PSLs) from governmental agencies within the I&E sector and beyond such as the Public Service Division, Ministry of Finance and etc, non-governmental organisations, and industry players. In addition, the jobholder will be able to see the implementation of the capability development milestone programmes to their fruition and contribute to the building up of infrastructure-related capabilities of officers in the I&E sector.
The jobholder will:
a) Design, develop and implement training programmes which involve activities such as analysing training needs, developing relevant (e-)modules, identifying suitable learning & development interventions, implementing the delivery and conducting evaluation of training programmes.
b) Be responsible for the full spectrum of training programme administration as part of development and implementation including managing participants and resource persons, arrange learning journeys, develop and implement overseas trips, liaise with internal stakeholders to prepare/manage training programme budget in accordance with guidelines, administer/process programme fees, procurement and financial matters.
c) Compile relevant statistics, perform after-action review and recommend improvements to the programme, and leverage on technology for records management.
d) Collaborate with the other public sector training institutions identify relevant content and knowledge required to meet desired learning outcomes, develop the required curriculum and work with the respective HRD when operationalising the training programmes.
e) Identify opportunities in training programmes for knowledge harvesting into knowledge products.
f) Assist in organisation-wide initiatives and projects to achieve organisation development and excellence such as supporting partnership accounts that are relevant to the job portfolio as part of stakeholders’ engagement strategy.
What we are looking for
• Preferably at least 2 years of relevant work experience with Ministries or other public agencies.
• A good understanding of issues in liveability and sustainability of cities; curriculum development and learning design; events management. Preferably with knowledge of public sector governance and management.
• A sociable and spontaneous self-starter with an inquisitive mind with good communication, interpersonal, organisation and administration skills and a keen sense of responsibility.
• Attentive to details and be able to multi-task in a fast-paced environment and sometimes meet tight deadlines.
• Proficient in MS Office Applications and interested in technological applications and innovations.
• Able to work independently and in a team.
• Proficiency in Learning & Development skills such as Advanced Certificate in Training and Assessment (ACTA) or related training in the field of learning & development will be an advantage.
