What the role is
The Built Environment (BE) sector plays an integral role in shaping Singapore’s cityscape and urban infrastructure and transforming our island-state into the vibrant and liveable city it is today. However, in the coming years, the sector will need to confront the multiple existential challenges of ageing infrastructure and changing demographics at the local level, against a global climate characterised by growing energy and manpower constraints, as well as climate change. Ensuring that our BE sector remains strong, robust and effective in rising up to these challenges is critical as we work towards a safe, high quality, sustainable and inclusive living environment for Singaporeans.
What you will be working on
You will be part of the MND Infrastructure policy team responsible for conceptualising, planning and implementing policies, as well as calibrating the relevant legislative levers, to drive the transformation of the BE sector to meet these challenges.
This would include leading initiatives to:
a) Ensure that Singapore’s physical environment remains resilient to the effects of climate change, through advancing our WOG climate adaptation efforts. This involves working with MSE to co-staff the Resilience Working Group (RWG) chaired by PS/National Development and PS/Sustainability and the Environment, under the Inter-Ministerial Committee on Climate Change. In addition, the jobholder will also oversee our carbon abatement plans related to the Buildings sector, in support of Singapore’s national net-zero ambitions by 2050.
b) Spearhead regulatory innovation and industry development to ensure that buildings in Singapore are designed, constructed and maintained to high standards of safety;
c) Enhance the liveability of our private residential estates. This includes overseeing the implementation of the Estate Upgrading Programme (EUP) for private estates and review our strata management framework for strata-titled estates (e.g. condominiums) and work with key stakeholders to strengthen their capabilities in self-governance.
To achieve these outcomes, the jobholder will leverage various policy levers (such as legislation, support schemes, etc.), work with BCA and other agencies on the strategic communications and implementation considerations in exercising these levers, as well as assess the relevant resourcing requirements to do so.
Through your work, you will have the opportunity to translate strategic intent and objectives into concrete policy moves and programmes, work closely with the Building and Construction Authority to engage the BE sector stakeholders, as well as enact legislation and regulatory changes.
