What the role is

You will be joining the Crisis Strategy and Operations Group under the Integrated Operations Hub, Operations Planning Branch to develop MOH’s disease outbreak and civil emergency response plans that are operationally viable, scalable and sustainable in peacetime and crisis scenarios.

What you will be working on

You will work to ensure that MOH is capable of responding to disease outbreaks by developing response plans that are operationally viable, scalable and sustainable. You will: • Coordinate the operations-policy review, development and integration of Disease Outbreak (DO) response plans within MOH and across the healthcare sector and WoG. • Develop or review national DO operational response plans and capabilities that include and are not limited to manpower planning, facilities, pharmaceutical and stockpiling projections; • Review DO operational planning parameters, that guide WoG stakeholders in developing their own response plans, based on epidemiological assessments; and • Collaborate with MOH, WoG and healthcare sector stakeholders to ensure that response plans are operationalised effectively across the operational continuum. You will also ensure that MOH and the healthcare sector has operationally-ready medical response plans and surge capacity to respond to Civil Emergencies (CE). In particular, you will: • Coordinate ops-policy development and integration of new or ad-hoc CE operations or projects within MOH and across the healthcare sector and WoG. • Coordinate the development or review of MOH’s medical response plans that support the WoG Incident Manager for new CE and existing CE scenarios. • Review the CE response planning parameters and corresponding demand for healthcare capabilities and capacity for public and private healthcare institutions. • Develop new capabilities for the Healthcare sector to respond to CE. You would be part of MOH’s crisis management forum secretariat teams and support in the cascading of information and other operational requirements to the Crisis Management Forum’s members and synthesising the responses for senior management’s approval.

What we are looking for

• Possesses operational experience with background in contingency planning or experience working in healthcare sector. • Strong analytical and problem-solving skills, with the ability to translate data and insights into actional operational plans. • Good writing and effective communication skills. • Responsive and adaptive in a dynamic working environment. • Prior experience in the civil service will be advantageous.
