What the role is

The Planning and Programmes Development Division (PPD) is part of the Training Partners Group (TPG) within the SkillsFuture Singapore Agency. As a key member of the Group's strategy unit, you will be at the forefront of conceptualising training partners (TPs)-related strategies, developing and managing operational policies and programmes with a high impact on the Continuing Education and Training (CET) ecosystem.

What you will be working on

The Planning and Programmes Development Division (PPD) is part of the Training Partners Group (TPG) within the SkillsFuture Singapore Agency. As a key member of the Group's strategy unit, you will be at the forefront of conceptualising training partners (TPs)-related strategies, developing and managing operational policies and programmes with a high impact on the Continuing Education and Training (CET) ecosystem.

You will be responsible for driving the adoption of TP-related policies and programmes, collaborating with other SSG divisions and the Ministry of Education (MOE), and ensuring they meet the diverse needs of stakeholders.

Strategy Formulation and Programme Management

  • Formulate, plan, and review strategies, operational policies, and programmes in consultation with relevant stakeholders
  • Conceptualise and execute strategies for successful implementation of policies and programmes, identifying challenges and formulating measures to address them
  • Track progress and outcomes of policies and programmes, including data gathering and analysis for reporting, overseeing budgets, and developing system enhancements

Stakeholder Engagement and Collaboration

  • Coordinate discussions and engagement sessions with internal (e.g., other SSG Divisions) and external stakeholders (e.g., other agencies and Ministries, training partners) to ensure seamless implementation and collaboration

Communication and Reporting

  • Communicate strategies and plans through drafting submissions and papers, or presentations to Senior Management
  • Competent in using data for analysis and reporting to inform decision-making and strategic planning

Additional Responsibilities

  • Undertake any other duties as assigned to support the division's strategic objectives and contribute to shaping the future of Singapore’s workforce

What we are looking for

  • Possess the required competencies to execute the job duties proficiently
  • Up to 3 years’ experience in operational policy planning and review work
  • Good analytical and systematic problem-solving skills, with strategic foresight to translate broad problem statements into specific policies and identify key issues of relevance
  • Enjoy tackling challenges and solving complex issues, able to distil key issues from complex information and synthesise diverse and conflicting information to develop solutions, interventions, and frameworks
  • Adaptable and comfortable with operating in an ambiguous, uncertain, and fast-moving environment
  • Ability to communicate complex ideas clearly and concisely in both written and verbal form.
  • Performance-driven, outcome-oriented, and meticulous
  • Enjoys collaborative work and adept at managing stakeholders

Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure

About SkillsFuture Singapore

SkillsFuture Singapore (SSG) is a statutory board under the Ministry of Education (MOE). It will drive and coordinate the implementation of the national SkillsFuture movement, promote a culture and holistic system of lifelong learning through the pursuit of skills mastery, and strengthen the ecosystem of quality education and training in Singapore. SSG will strengthen the adult training infrastructure by taking on all existing functions of the Committee for Private Education (CPE) and guide the Institute for Adult Learning (IAL) to enhance the capabilities and professionalism of adult educators. SSG will play a key role in the quality assurance for private education institutions and adult training centres. Together with educational institutions and training partners, SSG will ensure that students and working adults have access to high quality, industry-relevant training throughout life. SSG will also bring together synergies in continuing education and training (CET) and pre-employment training (PET), so skills requirements will continue to meet the demands of different sectors of the economy.
