What the role is

Core Functions (ORNS Management) Management of Operationally Ready National Service (ORNS) personnel for SCDF Division which includes the following: • Management of ORNS and In-Camp Training (ICT) from booking, routine reporting, deferment, make-up training, courses, cohesion programme, awards and medical review • Management of tests e.g. IPPT/SSPT/REPT/MSPT • Mobilisation of ORNS units • Promotion and succession planning of ORNS • Handle all ORNS feedback/appeals through various platforms and requires action and update within a tight timeline • Nominations of awards for ORNS • Identify suitable ORNS for Ops Lionheart • Nominations of ORNS for SCDF Parade, Minister Visits, Dialogue, Home Team NS Committee, Workplan, Real Run and other sporting events • Monitoring of absenteeism and follow up with disciplinary actions • Plan and execute the expenditure of the ORNSmen Welfare fund according to Finance guidelines • Drive and manage NS Engagement Survey KPI • Support implementation and analysis of Pulse Survey and Employee Engagement Survey (EES) Additional Responsibilities • Provide oversight for regular and civilian personnel administration • Supervise NSF matters including welfare, discipline, and milestone events • Manage HQ SCDF duty rosters and administrative systems • Coordinate personnel welfare programmes and financial assistance schemes • Monitor manpower status and compliance across all personnel categories

What you will be working on

Operational Excellence in ORNS Management • Ensure all active NSmen are being called back for ICT • Maintain optimal manning levels across all NS units • Ensure timely succession planning and leadership development for key appointments • Meet or exceed mobilisation readiness standards and audit requirements • Achieve targeted physical fitness compliance rates (IPPT/SSPT/REPT/MSPT)\ • Achieve target KPIs for NS Engagement Survey • Support successful implementation of Pulse Survey and EES Personnel Administration Standards • Maintain accurate and updated personnel records for all staff categories • Ensure timely processing of personnel matters within stipulated timeframes • Achieve zero audit findings for administrative processes • Meet compliance requirements for duty roster coverage • Maintain high standards of personnel welfare support Engagement and Development • Achieve high participation rates in ORNS events and activities • Maintain low absenteeism rates for ICT and training • Ensure timely identification and nomination of personnel for awards/recognition • Successfully execute all planned engagement activities • Maintain effective communication channels with all stakeholders

About MHA - Singapore Civil Defence Force (SCDF)

The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. The main role of SCDF is to provide fire-fighting, rescue and emergency ambulance services; mitigating hazardous materials incidents, as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters. In 1982, the National Civil Defence Plan was launched which spearheaded the emergency preparedness for the nation. With the enactment of the Civil Defence Act in 1986, the SCDF was established as an independent organisation under the Ministry of Home Affairs (MHA). In the same year, the Hotel New World collapse paved the way for joint operations between the SCDF and Singapore Fire Service (SFS). Due to the similarity in roles and functions, the SCDF and SFS were formally integrated on 15 April 1989. Over the years, the SCDF has improved its life saving operations through innovations and programmes to enhance her fire-fighting, rescue capabilities and public education plans. The Light Fire Attack Vehicle (The Red Rhino) and Tracked Fire-Fighting Vehicle are some of the customized solutions which the force has developed to increase its operational capabilities. The SCDF also actively engages the local community through its wide-ranging public educational programmes and community-based activities to enhance the resilience and emergency preparedness of the civilian population. Today, the Force is recognised by the population as a professional body of well-trained officers and men geared to respond to all types of life-threatening emergencies round-the-clock. An operationally ready SCDF, working hand-in-hand with a prepared and resilient population, helps to ensure that the nation is capable of handling any untoward eventualities.
