To formulate and drive Sustainment related outsourcing strategies, demand aggregation of ICT manpower and services to meet the needs of the Home Team, and the periodic review of these implemented outsourcing strategies and contracts.
The job holder is also expected to formulate and establish a vendor management framework. Such a framework will serve to provide an objective and systematic approach to manage vendor performance and relationship. He/she also needs to develop staff competencies, drive their performance, recommend their routes of advancements, and implement welfare initiatives for the well-being of staff.

What the role is
What you will be working on
Contract Management
• Formulate and implement relevant demand aggregated ICT manpower and services contracts (e.g., Period Contracts and Framework Agreements) with providers based on MHA/HTX requirements.
• Lead and guide a team to investigate complex contractual issues or conflicts and recommend solutions to resolve them.
• Lead and guide a team to manage endorsed changes or modifications to contracts.
• Lead and guide a team to review implemented outsourcing strategies and demand aggregated contracts on a regular basis.
• Vendor Management
• Lead and guide a team to formulate, implement and sustain a vendor management framework for relationship and performance management or vendors/service providers.
• Lead and guide a team to analyse service delivery and performance levels in line with key performance indicators and provide performance feedback.
• Lead and guide a team to manage vendors or service providers performance against standards or benchmarks and recommend subsequent terms of engagement or termination.
Staff Management
• Evaluate staff competencies and training needs annually. Identify their short-comings and recommend for certification/ technical/ functional/ soft courses for each Ops Systems staff to acquire the required knowledge and skills. Maintain a friendly and open office culture for every staff to ask question and seek advice from supervisors and colleagues. Guide staff to prioritise urgent and important tasks and manage stress at work.
What we are looking for
• Tertiary qualification; preferably related to Engineering or ICT.
• At least 13 years of relevant working experience in Operations & Support work and/or Project/System Management. Preferably has experience in managing ICT-related and/or Ops C3 systems type of contracts.
• Positive working attitude, and able to drive projects.
• Problem solving skills, and high resilience to stress.
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
