The Finance and Facilities Division (FFD) is responsible for the Ministry’s financial matters, procurement management, grant and general administration. FFD promotes proper stewardship of the Ministry’s resources by applying best practices across its various functions.
The FFD Grant Management Team (GAT) administers grants / funding for MSF-funded social services and programmes, and payments to social assistance clients.
Brief description of Job Scope:
We are looking for a proactive, client-centric and committed individual to be part of our team that works closely with Social Service Agencies (SSAs), service providers, partner agencies (e.g. National Council of Social Service, SG Enable, GovTech, Vital.Org) and MSF Divisions to administer funding for social services and programmes.

What the role is
What you will be working on
Grant Administration
• Compute and process fund disbursements to SSAs and service providers accurately and in a timely manner.
• Ensure timely renewal and issuance of funding agreements.
• Answer funding-related queries from SSAs/service providers and MSF Divisions.
• Provide inputs to MSF Divisions on fund administration for new programme/ project or funding reviews of existing programmes.
• Operationalise fund administration for new programme/project or changes after funding review.
• Prepare for audits by Auditor-General’s Office (AGO), MSF Internal Audit Unit (IAU), and external auditors and follow up on audit findings and recommendations.
• Assist in formulating and reviewing internal processes and systems for efficient grant administration.
Grant Administration Transformation
• Support grant administration transformation initiatives including reviewing and harmonising grant processes,, digitalising/automating grant processes, and developing and testing grant systems.
What we are looking for
Qualifications
• Tertiary qualifications preferably in Accountancy, Business Administration or Finance with at least three years of relevant working experience.
• Meticulous, good analytical skills, and good interpersonal and communication skills.
• Knowledge in grant administration and experience in system development will be an advantage.
Functional Competencies
Grant administration
• Manage efficient administration of grant/sponsorship system including compliance of grants/sponsorship criteria
• Assess grant applications according to the assessment criteria and process grant applications independently
• Understand contractual terms and conditions to advise on grant applications
• Display awareness of grant controls and monitor compliance
• Track overall progress against the desired milestones and prepare final reports
• Provide input for improvement to the overall grant framework and sponsorship scheme, assessment criteria and process flow for funding and subvention
• Propose robust processes to track fund usage
Governance and risk management
• Provide advice on advanced concepts of good governance, internal controls and risk management strategies
• Review internal control and risk strategies and advise on strengths, weaknesses, opportunities, threats and potential risk areas
• Guide team and collaborate with stakeholders to develop and implement policies and procedures and appropriate risk mitigation measures
• Apply business intelligence-based tools and techniques to perform “macro-level” analytics to identify broader patterns and trends of risk
• Design and implement whistle-blowing policy
• Mitigate emerging risks through business continuity plan and/or other emergency response
Business Transformation
• Understand business developments and trends
• Participate in the redesign of core business processes to improve organisation’s productivity and efficiency and customers’ experience
• Propose improvements to organisation’s processes
• Implement non-complex finance ideas and solutions to build value-adding capabilities across the business units
