What the role is

Are you passionate about Singapore's hawker culture? Do you thrive in dynamic and fast-paced environments? We have an exciting opportunity for you to make a meaningful impact in the Operators Performance Branch (OPB). OPB is part of the Planning & Programming Department (PPD) under the Operator Management Division (OMD) that sits within the Hawker Centres Group (HCG).

The OMD handles the end-to end processes (i.e. from strategic planning, contractual management, operator’s performance management, programming and operations) of the Socially-conscious Enterprise Hawker Centres (SEHCs). These are the new hawker centres that are operated by socially-conscious enterprises.

What you will be working on

About the Role:

The job responsibilities include the following:

  • Develop, implement and review frameworks, systems and SOPs for the contract management of operators at hawker centres

  • Review the performance of operators and analyse reports submitted by operators for compliance to contractual requirements

  • Prepare and manage the budget for the Division/Department and processing of invoices and payments with regard to contracts with operators

  • Engage and work closely with a wide range of internal and external stakeholders to ensure smooth delivery of projects and initiatives

  • Prepare reports, submissions, and presentation materials as well as present to management and stakeholders

  • Provide inputs to Parliamentary Questions regarding SEHCs and contribute to Committee of Supply (COS) preparation

  • Take on other responsibilities which may be assigned from time to time

What we are looking for

We seek candidate who has the following qualities:

  • At least 2 years of relevant working experience

  • Prior work experience in contracts management or public policy would be an advantage

  • Meticulous

  • Possesses the grit, patience, and openness to bring a task to completion, take in diverse views and ensure its smooth and timely delivery

  • Excellent in written and verbal communications

  • Able to work well with data and numbers

  • Analytical and able to work independently

  • A good team player with well-rounded interpersonal skills

  • Proficient in Microsoft Office applications such as MS Excel and MS Powerpoint

  • Willing to work outside normal office hours occasionally to attend to urgent queries and requests
