What the role is

As part of MOM Academy, you will drive learning and development initiatives that build future-ready capabilities to advance MOM’s refreshed direction and organisational priorities.

What you will be working on

You will be responsible for: i) Driving MOM's capability development strategy and developing and review training policies and frameworks through analysis of organisational needs, workforce trends, and emerging competency requirements, and creating a comprehensive blueprint aligned with MOM's strategic objectives ii) Identifying, designing and executing development programmes for staff, with emphasis on leaders, supervisors and future leaders iii) Overseeing leadership programmes, exchanges, 360-degree feedback, and mentoring initiatives to build strong leadership capabilities iv) Designing and executing evidence-based evaluation of leadership development initiatives through data analysis to measure effectiveness, identify capability gaps and ensure that our programmes deliver meaningful impact. v) Planning and facilitating stakeholder discussions to identify and implement appropriate learning interventions aligned with MOM's competency frameworks and strategic goals

What we are looking for

• Tertiary qualification in any discipline • At least 6 years of relevant experience in learning & development, leadership development or related field. • Some experience in managing different aspects of the learning cycle (Learning Needs Analysis, Design, Development, Delivery and Evaluation) • WSQ Advanced Certificate in Training and Assessment (ACTA) / Advanced Certificate in Learning and Performance (ACLP) IHRP qualification will be an advantage • Experience in human resource/ learning management systems and technologies, 360 feedback and/or stand-up facilitation is an advantage • Experience in conducting data analysis and creating insights through visualisation tools (e.g. Tableau, Power BI) • Ability to work independently and drive projects with minimal supervision • Good facilitation skills and at conceptualising and establishing new ways of work • Strong stakeholder management and interpersonal skills • Good analytical, communication skills, problem-solving and time management skills • Good team player with a positive attitude and strive for excellence in work *PWDs are welcome to apply
