What the role is
The Child Development Division in ECDA drives initiatives to support development of young children, including those from low-income families and with developmental needs. The Data and Research team plays a cross-cutting role to develop and drive ECDA’s data and research strategy.
As a Manager/ Senior Manager in the Data & Research team, you will work closely with MSF and ECDA Divisions, other government departments and preschools to plan and execute an effective data strategy and relevant data projects to support research and data reporting/analysis, to enable ECDA’s operational needs as well as policy reviews impacting families and their children.
What you will be working on
• Plan and implement an effective data strategy for ECDA, in line with MSF’s data strategy and data governance policies
• Develop and implement strategies, protocols, and workflows/processes to ensure that good quality data is used and shared securely and seamlessly within ECDA, as well as into ECDA’s Datamart
• Engage ECDA divisions to identify opportunities to leverage data solutioning in addressing problem statements and business needs e.g. to co-develop data visualisations with division and ensure data owner divisions are capable of updating and maintaining the relevant data visualisations, provide guidance on data solutioning tools to divisions, or solutions to facilitate data cleaning process (e.g. coding script to automate data cleaning), etc.
• Engage relevant MSF Divisions for development and implementation of MSF Datasphere.
• Establish data sharing agreements with external agencies and other government agencies to acquire datasets to support research and data reporting/analysis
• Collaborate with MSF or external experts to conduct or coordinate data analysis work, or conduct in-house data analysis
• Undertake any other additional tasks and duties as assigned
• Strong analytical, written, oral communication and presentation skills
What we are looking for
• At least 3-5 years of relevant working experience in managing and/or leading projects or teams preferred
• Proficiency in Microsoft Office (PowerPoint, Excel, etc) and ability to use analytics software (e.g., Power BI, Tableau, R, Python, SQL) will be given due consideration
- An openness to take on new challenges and readiness to handle various projects at the same time
• Creative problem-solver who is resourceful and proactive to initiate change. You are on a constant lookout for better ways of doing things.
• Ability to analyse, interpret, and package information for the purpose of reporting
- Strong communication and inter-personal skills to engage a wide spectrum of stakeholders, including external partners and inter-departmental teams.
• Ability to work as part of a team and independently as and when required
• Ability to multi-task and work under pressure
