The Ministry of Manpower is looking for an exceptional officer to join Co-Lab.
Co-Lab is a multi-disciplinary team that creates human-centric and data-driven policies, with data analytics, behavioural insights (BI) and design thinking (DT). We work with departments to understand stakeholders' behaviours, biases, motivations, prototype and test our solutions.
As a competent practitioner of BI/DT, your work is key to:
a) Understanding MOM’s customers, stakeholders and beneficiaries, in order to design, develop and implement human-centric policies, programmes and products;
b) Imbuing MOMers with the skills and mindset to drive innovation and experimentation, to achieve MOM’s goals; and
c) Maintaining MOM’s standing as a forerunner within the Singapore Public Service in integrating data analytics, behavioural insights and design thinking to re-design government policies and programmes, and drive public sector transformation.

What the role is
What you will be working on
Key Responsibilities:
Research & Facilitation
• Guide and facilitate high-level strategic discussions to identify and address complex business challenges, helping stakeholders define clear priorities and actionable outcomes
• Design and implement comprehensive research plans incorporating data analysis, user research, co-creation of prototypes, user-testing and randomised controlled trials to develop solutions that meet business and end-user needs
Stakeholder Management & Collaboration
• Build and maintain strong relationships with key stakeholders, advocate and guide eventual implementation of proposed solutions
• Partner with Business Analytics team to understand MOMers’ and users’ behaviours, through application of data analytics
• Work closely with Design, Tech & Experiences team to apply a product-centric lens to enable effective development of human-centric tech solutions.
Project Management
• Manage project timelines and resources independently
Capability Building & Knowledge Sharing
• Implement, and contribute to the development of, capability development strategies and training programmes
• Raise awareness, train and guide divisions/departments to apply BI/DT methods
• Conduct sharing sessions on Behavioural Insights and Design team’s work and results to MOMers, local and international government agencies, as well as public and private sector practitioners

We are looking for an individual who is passionate about improving MOM’s policies and processes to improve lives of employers, employees and fellow MOMers.
The ideal candidate should be a team player who is open-minded, resilient, independent and resourceful with strong analytical and inter-personal skills. Background and experience in behavioural economics, psychology, design or related disciplines, would be an added advantage.
