As a team member of the Grant Management Office, you will assist the Team Lead in keeping the agency’s Grants Governance Framework (GGF) up to date while being responsible for the day-to-day operations of CSA’s existing grant schemes by ensuring compliance with the grant scheme requirements and applicable SOPs and guidelines such as the Government Instruction Manual (IM) on Grants Governance. You will also provide support to the Team Lead in the roll-out of new grant schemes.

What the role is
What you will be working on
• Update the agency’s GGF, incorporating new IM guidelines/best practices on grants management.
• For existing grant schemes, work closely with the Grant Scheme Owners (GSO) to (1) ensure that grant applicants fulfil the eligibility criteria of the grant scheme; (2) verify with GSO that grantees fulfil the terms and conditions e.g. deliverables/milestones as set out in the grant agreement before processing the grant claims for disbursement; (3) track the amount of grant monies disbursed to the grantees to ensure the cumulative total does not exceed the grant amount awarded; and (4) monitor budget utilisation of the grant schemes.
• For new grant schemes, provide advice to the GSO on the end-to-end process to ensure compliance with the GGF and recommend/review applicable documents/templates for the rollout of the new grant scheme.
• Continually improve grant processes, such as implementing digital solutions, with the objective of improving efficiency, transparency and strong governance.
• Implement practical solutions for data collection and analysis to flag out anomalies.
• Manage the contract with incumbent service provider for grant claims verification works and provide supervision to the contract staff.
• Initiate audit on grant claims to ensure requirements of the grant schemes are complied and grant disbursements are in order.
What we are looking for
• Preferably a Bachelor degree in Accountancy or Business with at least 3-5 years of relevant experience in grant management and administration.
• Preference will be given to applicants who are well versed with the IM on Grants Governance and its application.
• Possess good verbal and written communication and stakeholder management skills.
• Able to handle voluminous data and transactions.
• Inquisitive with keen eye for details and has strong analytical skills.
