The candidate shall set up and lead a team to manage the operations of Jurong Rock Caverns (JRC), including managing the operator and ensure the operations of JRC are optimised, cost-effective, efficient safe, and meet the needs of JRC users.
The candidate is expected to work closely with the JRC operator, users, technical specialists and other JTC staff to oversee, review and continuous improvements:

What you will be working on
Operations / Engineering
• Oversee JRC operator, specialist contractors and users in addressing terminal and storage operational requirement including but not limited to:
- Use of common infrastructure such as shared pipeline procedures and industry practices on product transportation;
- Product management best practices;
- Jetty related activities such as optimisation of jetty usage, production and payment of SIRE (Ship Inspection Report Programme) report.
• Manage JRC operator in the review of operational risk management such as equipment redundancy, spares strategies, predictive maintenance, critical equipment maintenance,
• Manage the JRC operator against the service level agreement, Key Performance Indicators (KPIs) resource optimisation and cost controls.
• Scrutinise, review cost proposals from JRC operators on maintenance and improvement works. Ensure JRC operator complies with JTC procurement processes.
• Ensure JRC operator’s compliance with regulatory matters such as Petroleum and Flammable Material (P&FM) licensing and payment.
• Oversee JRC operator, users and other technical specialists on
- Technical limitations of JRC’s design to store new feedstock or any other requests by JRC users;
- Lifespan of JRC’s equipment –overhaul planning, replacement of equipment, modifications to operation process;
- Optimise and balance the extent of preventive maintenance required vs the reliability outcome vs cost requirement; and
- Down-time for JRC’s equipment during corrective maintenance.
Commercial
• Work with JRC users and JTC staff to establish and review pricing of storage (from both manufacturing and trading perspectives) and additional services such as circulation of feedstock, inter-tank transfer, excess throughput charges, usage of jetty and common pipelines.
• Review on other charges relating to transport of feedstock such as vessel chartering fees, financing and hedging costs.
• Provide advice on market or contractual practices to account for annual adjustment or escalation of storage fee for long term storage deals.
• Review standard and non-standard conditions and liabilities in contracts between terminals and users, including agreement with JRC’s operator.
• Establish and review Key Performance Indicators (KPIs) to track business performance of the JRC.
What we are looking for
Background in Mechanical or Electrical Engineering. More than 15 years of relevant experience in refinery/plant maintenance in the oil & gas industry, with at least 3 years in management position. Possess strong communication and interpersonal skills to engage stakeholders and manage the team effectively. Result oriented with the ability to multi-task effectively.
