The Early Childhood Development Agency (ECDA) is the regulatory and developmental agency for the early childhood sector in Singapore and oversees key aspects of children’s development below the age of seven across both kindergartens and childcare centres.
We are looking for a self-driven individual to be part of the Sector Funding Division (SF). The successful candidate will be involved in assisting ECDA to transform end-to-end grants process for grants to preschools/ organisations through:
a) harmonising and simplifying systems that focus on functions of key grant sub-processes from pre-grant set-up, grant application, grant case management, grant computation, disbursement assessment and approval and payment to KPI reporting;
b) achieving synergies across modular systems to digitalise / automate grant processing; and
c) achieving agility and faster go-to-market timing through a modular systems approach.

What the role is
What you will be working on
As a member of the Sector Funding Branch, you will play a role in the following areas:
• Participate in activities such as requirements gathering, user acceptance testing, training and implementation for grant administration system
• Work with grant owners to harmonise and codify grant computation rules for grants to preschools/ organisations
• Harmonise grant processes for onboarding onto systems supporting each grant admin sub-processes
• Oversee the flow of information and linkages across systems to facilitate automation of grant processing
What we are looking for
• Relevant work experience preferably in Business Intelligence, Information Systems, Information and Communications Technology (ICT) or related fields
• Experience in project management for systems or application change.
• Comfortable in translating and connecting business needs with IT system or application specifications and development
• Experience in information or data management. Skills in data handling is an advantage e.g. experience in usage of data extraction tools, proficiency in MS Excel and analytics software
• Knowledge in grant administration will be added advantage
• Proactive, dynamic and always looking to learn new things
• Strong analytical skills
• People-centric and able to build consensus with multiple stakeholders
• Resourceful
