You will be part of a team at the Institute of Governance and Policy (IGP) that supports the operations of the Academy of Public Communications and Engagement. The Academy aims to equip public officers to be effective, citizen-centric and future-ready practitioners in communications, partnership and engagement. The Academy is a partnership between the Civil Service College, Ministry of Digital Development and Information, and Ministry of Culture, Community and Youth.
Your role is to enable public service officers to learn, unlearn and relearn, so as to support them in responding to the demands facing them in government communications and partnerships & engagement. While learning management will be your main work function, you will also lead learning design and see through the end-to-end process for each learning intervention, from stakeholder/client engagement, design and development, implementation and marketing, and evaluation for continuous improvement.
You will in the process collaborate and consult with colleagues such as (but not limited to) researchers serving as subject matter experts, partnerships and engagement teams, corporate communication and marketing teams, delivery teams, and external expert partners to deliver each learning intervention.

What the role is
What you will be working on
1) Learning Management
- Assess current and emerging learning needs in the Public Service in the context of strengthening Communications, Partnerships and Engagement
- Manage a portfolio of asynchronous (e-learning modules, digital content) and synchronous learning interventions (programmes, seminars, conferences, webinars, roundtables etc)
- Establish long-term stakeholder relationships and implement stakeholder management strategies to drive collaboration. This includes managing stakeholder expectations and feedback
- Manage and cultivate strong relationships with Associate Trainers, Resource Persons and Vendors including managing contractual and performance issues
- Develop and support implementation of marketing campaigns in partnership with CSC’s marketing team
- Manage operations and learning administration in partnership with the Business Ops team in areas such as participant management, training operations, venue, budgeting, funding management and reporting
- Contribute to consultancy projects to support public agencies in their transformation journey
2) Learning Design and Development
- Engage stakeholders to assess learning needs, understand desired learning outcomes and business objectives and work with relevant partners to design, develop, implement, and evaluate learning solutions and interventions
- Work with subject matter experts to shape course learning outcomes
- Design and develop curriculum, courseware materials and user experience journeys to facilitate achievement of learning experience objectives
- Evaluate curriculum effectiveness through analysing assessment data to identify learning gaps and performance issues and implement review processes to assess compliance with CSC's quality assurance policies
What we are looking for
- You shall preferably possess at least 1 to 3 years of experience in a learning & development capacity or in a Communications & Engagement role
- Prior experience in producing digital learning packages and events management is advantageous
- Adaptable and flexible, with an ability to work independently as well as in a team in a fast-changing environment
- Strong project management, analytical and communication skills
- Self-motivated, proactive, meticulous and resourceful
- Possess professionalism and confidence in dealing with people at all levels, especially with stakeholders in our lead agencies
- Able to work collaboratively within CSC and with external partners
