What the role is

Manage PA Development Account and Community Centre/Club Building Funds (CCBFs) accurately for proper accounting of development projects and timely management reporting.

What you will be working on

Key duties and responsibilities that need to be performed to meet the primary objective of the job.  This will include the important result areas (what) along with the rationale (why).

  • Assists in the verification of daily collections and payments for PA Account 2 and donations for CCBFs including monthly bank reconciliation for proper cash management.

  • Assists in the supervision of sectional staff to ensure efficient operation of the Development Section.

  • Provides secretariat support to PA Community Club Building Fund Council and ensures the Building Fund Accounts to comply with Code of Governance for Charities and IPCs

  • Assists in ensuring compliance to the fund-raising appeal processes including timely and accurate fundraising claims to Tote Board.

  • Maintains proper and accurate tracking of CCBF funds.

  • Ensures prompt recovery of outstanding bills performed by outsourced parties to various agencies; companies and grassroots organizations for PA Development Account.

  • Assists in the coordination, preparation and submission of accurate development grant request to MCCY.

  • Performs monthly/yearly closure of PA Development Account and CCBFs for timely preparation of schedules for management analysis.

  • Prepares GST returns for PA Development Account and CCBFs on a quarterly basis to comply with IRAS’s requirements.

  • Assists in the consolidation and preparation of SB-FRS compliant financial statements for statutory audit and presentation in PA’s annual report. 

  • Coordinates and attends promptly to audit queries.

  • Assists in the compilation and submission of statistical or financial information returns to Government Departments.

  • Assists in the review and updating of PA financial policies and procedures to adopt the best practices and keep them relevant for staff’s use.

  • Assists to develop internal checks and controls, SOPs and templates to facilitate effective operation of PA accounts and improve quality of PA’s financial reporting and standards.

Other ad-hoc duties not covered under main responsibilities and duties:

Performs other duties assigned by senior officers.

What we are looking for

Experience      

One to two years of experience in handing finance or accounts

Others               

Good knowledge of Workday and Microsoft Office applications such as EXCEL, MsWORD, etc

Only shortlisted candidates will be notified.

Successful candidates will be given a 3-year contract.
