What the role is
The Competition and Consumer Commission of Singapore (CCCS) administers and enforces Singapore’s competition and consumer protection laws. Amongst various things, CCCS investigates and takes appropriate actions in cases infringing these laws, whilst at the same time provides effective advice to Government and public authorities on national needs and policies in competition and consumer protection matters.

You will join a team that is responsible for finance and procurement operations so as to ensure CCCS’s financial viability and to support CCCS’s strategic imperatives, while maintaining financial standards, governance and compliance.
What you will be working on
Your functions and duties include the following:
- Review procurement and financial policies and guidelines in alignment with Government Instruction Manuals and Financial Circulars;
- Assist in budget preparation, expenditure control and investment function;
- Monitor budget utilisation and assist in management reporting;
- Manage finance operations including payments, receipts, claims, grant administration, fixed assets and lease;
- Assist in statutory financial reporting, governance and compliance as well as audit matters;
- Manage procurement operations, including reviewing procurement submissions and providing guidance to divisions on procurement matters;
- Involve in financial and procurement transformation matters, including identifying opportunities to streamline financial and procurement work processes
What we are looking for
Job Requirements
Candidates must be keenly interested in financial operations to maintain financial health of CCCS, and should possess the following:
• Background in Accountancy or related professional qualifications (such as ACCA)
• At least 5 years of relevant experience
• Good working knowledge of Statutory Board- Financial Reporting Standards and accrual accounting
• Familiarity with relevant Government Instruction Manuals and Finance Circulars and experience with GeBiz, NFS@Gov or Fi@Gov will be advantageous
• Meticulous, analytical, self-motivated and resourceful with strong oral and written communication skills
• Able to work effectively in a team or independently

The Competition and Consumer Commission of Singapore (“CCCS”) administers and enforces the Competition Act 2004 and the Consumer Protection (Fair Trading) Act 2003, to guard against anti-competitive activities and unfair trade practices. Additionally, CCCS ensures that businesses observe fair trade measurement practices by administering the Weights and Measures Act 1975, and ensures the supply of safe consumer goods by enforcing and implementing the Consumer Protection (Trade Descriptions and Safety Requirements) Act 1975 and its associated Regulations.
