What the role is

Company Overview: In order to mitigate the considerable geopolitical, economic, and technological uncertainties as Singapore’s power sector embarks on its energy transition, Singov has established and will be establishing government-owned entities to take on specific operational responsibilities in the power sector. Singov has established a holding company (“Holdco”) to own such government-owned energy and carbon entities. We are looking for a capable and experienced Senior Manager to manage and oversee the Finance and Corporate Services (HR and General Administration) aspects of Holdco’s day-to-day operations. Position Overview: As part of the core startup team for Holdco, the Senior Manager (Finance and Corporate Services), will play a crucial role in in assisting in the setting up of this new corporate entity. This is a multi-faceted position involving the development and implementation of the organisation’s procurement and financial processes and policies, managing the day-to-day operations in the areas of finance and procurement, and other corporate services, such as human resources and general administration. You will first be recruited under the Energy Market Authority (“EMA”) and seconded to Holdco for 2 years in the first instance. Thereafter, you will have the option to re-join EMA to take on a suitable position.

What you will be working on

Finance and Procurement Finance and Budgeting, such as: • Establish internal and external financial reporting policies to meet accounting standards and reporting requirements by Holdco’s Board and management team. • Assist to set the direction of and driving timely reviews of governance and financial policies, performance measures and operations (e.g. equity/grant management, asset management) to ensure continued robustness and relevance. • Prepare consolidation of our subsidiaries and management reports to Holdco’s Board and management team. Cashflow and Funds Management, such as: • Monitor bank balances and manage payables and receivables to ensure healthy cashflow is maintained in Holdco, and between Holdco and its subsidiaries, if needed. Monitor expenditures and work on securing and updating cashflow projections. • Oversee timely submission of relevant reports to Holdco’s Board and other stakeholders. • Liaise with the necessary stakeholders, including government bodies and lenders, on the continued funding and financing of Holdco. Accounting Records, Policies and Procedures, such as: • Oversee timely reconciliations of bank accounts and prompt actions to clear outstanding reconciliation items. • Ensure timely submission of financial returns required by various bodies. (e.g. GST returns, annual returns to IRAS). • Prepare consolidation and review financial statements and schedules for statutory audit. • Support internal audit and subsequent follow-ups. • Establish and review governance and financial policies and procedures, to ensure the policies and procedures and internal controls are relevant and adequate. Accounting and Procurement • Establish and review procurement policies and procedures to ensure adequate and efficient internal controls. • Work with IT service providers to develop, test and implement an accounting system (covering payments, billings, collections, banking, financial reporting). • Setup, establish and work closely with subsidiaries accounting team to ensure true fair and accurate consolidation. • Oversee the procurement of goods/services (such as the procurement of services from external service providers, etc). • Oversee and manage vendor/service providers to ensure smooth service delivery, including managing invoice processing, fixed asset tracking and document management for smooth daily operations. • Undertake any additional responsibilities and projects as required by management to support the organisation's objectives. Corporate Services (HR and General Administration): • Liaise with management and external parties on manpower resourcing and staffing needs of the organisation, as and when necessary. • If necessary, to collaborate with internal and external parties to develop strategies to attract, develop, engage and retain employees to build high performance teams, and to establish HR systems and policies needed to deliver these strategies. • Assist in providing support for general administration matters, as and when necessary. • Provide support to the organisation and leadership team on strategic initiatives, special projects, and operational needs.

What we are looking for

• Background in Accounting or Finance or a related field. At least 8 to 10 years of relevant experience in accounting, financial planning and analysis, corporate financing, finance management and auditing. • Good knowledge of project accounting, statutory reporting requirements, trends and developments in the debt capital market, and best practices in corporate finance. • Experience in designing and establishing governance and internal controls. • A self-starter with strong analytical and communication skills and a keen attention to details.
