What the role is

Company Overview: In order to mitigate the considerable geopolitical, economic, and technological uncertainties as Singapore’s power sector embarks on its energy transition, Singov has established and will be establishing government-owned entities to take on specific operational responsibilities in the power sector. Singov has established a holding company (“Holdco”) to own such government-owned energy and carbon entities. We are looking for a capable and experienced Senior Manager to manage and oversee the Administration and Board Secretariat aspects of Holdco’s day-to-day operations. Position Overview: As part of the core startup team for Holdco, the Senior Manager (Administration) will play a crucial role in in assisting in the setting up of the new corporate entity. This is a multi-faceted position, which involves formulating and overseeing policies and processes, and managing day-to-day operations across office administration, board secretariat duties, IT matters and facilities management (if necessary). You will first be recruited under the Energy Market Authority (“EMA”) and subsequently seconded to Holdco for 2 years in the first instance. Thereafter, you will have the option to re-join EMA to take on a position with the Administration Branch.

What you will be working on

Admin and Board Secretariat • Establish and maintain Standard Operating Procedures (SOPs) for administrative, facilities management and board secretariat functions. • Implement and manage office administrative functions, which encompasses the procurement of goods/services (such as office supplies, office equipment, mailing/courier services etc). Oversee and manage vendor/service providers to ensure smooth service delivery, including managing invoice processing, fixed asset tracking and document management for smooth daily operations. • Implement and manage board secretariat functions, including managing board appointments, obtaining necessary approvals, maintaining updated records of board members, reviewing policies relating to board fees and allowances periodically and proposing revisions/changes as may be needed. • Provide board/corporate secretariat support for board matters and meeting/sub- committee meetings (for e.g. recording notes/minutes of meetings, monitoring follow-up actions) and coordinating logistics and arrangements for board meetings and events. This also includes liaising with a third party vendor which provides some support on board secretariat matters. IT and IT Systems • Procure and provide IT services/support/assistance as may be required, including any other duties that may be assigned from time to time. Facilities Management (if necessary) • Implement and manage facilities management (FM) functions, including procuring the necessary services from vendors and service providers, supervision and management of such vendors and service providers to ensure smooth delivery and proper performance of the works/services to support day-to-day office operations and functions. • Sourcing for and securing office space, liaising with the relevant stakeholders, including preparation of contract documents, and oversee any necessary renovation works. Handle facilities management budget, expenditure and office lease matters. • Ensure that office premises and facilities comply with health, safety, regulatory, environmental and legal standards, conduct regular inspections to address non-compliance issues promptly. Others • Provide support to executives and leadership team on strategic initiatives, special projects, and operational needs. • Any other matters which may be ancillary to the duties set out above.

What we are looking for

• Background or qualifications in Business Administration, Management, or a related field. At least 8-10 years' relevant work experience in administrative, board secretariat or corporate secretarial roles. • Strong project planning, organisation, implementation, management, communication, interpersonal skills and good writing ability. • Hands-on and operations-minded attitude and ability to work independently. • Resourceful and proactive in problem-solving. • Good knowledge of business IT applications and digital platforms.
