What the role is

Reporting to the Director, Cybersecurity and ICT Governance Directorate (CIGD), the jobholder helps to oversee the ICT and cybersecurity governance, risk management and compliance of ICT systems across the entire Home Team against relevant WOG and MHA policies. The job holder also manages the development and upkeep of MHA’s cybersecurity policies, as well as support the Ministry in deliberations on cybersecurity governance and compliance matters on IM8 and WOG policies with external stakeholders such as SNDGO and GovTech.

What you will be working on

• Involved in strategising and optimising the governance construct and functions across the entire Home Team. • Manages and coordinates all governance matters across the entire Home Team for compliance with IM8 and WOG policies and directives. This includes the tracking of cybersecurity-related key performance indicators of HTDs and handling of compliance queries from all HTDs. • Keeps abreast of the latest cybersecurity threats for continuous enhancement of the governance processes and controls. • Conducts assessment on compliance issues, especially in cases where there are implications for the entire Ministry, and provide recommendations to MCISO for decision-making. This includes the management of deviation/waiver requests from all HTDs against prevailing policies. • Provides proactive updates on compliance and health status to MHA POH and senior management especially those with public-facing dimension. • Supervises the development and maintenance of MHA cybersecurity policies. • Ensures harmonisation of MHA policies against WOG level policies and guidelines such as IM8 and Cybersecurity Act. • Participates in policy setting forum such as IM8 Reform working committee. • Close collaboration with HTX to ensure policies are aligned to the needs of technology developments within the Home Team. • Oversees and ensures the provision of secretariat support to key digital technology and cybersecurity decision-making platforms chaired by MHA senior management, such as CIO Forum. • Covers for the Ministry Chief Information Security Officer in working with HTDs as well as external agencies such as CSA, SNDGO and GovTech. • Provides Director with the relevant information, analysis and recommendations to advise senior management in policy-making platforms such as CIO Council, IM8 Steering Committee.

What we are looking for

• Tertiary qualification in computer science, computer engineering or equivalent, preferably with a major in cybersecurity. • Professional certifications such as CISSP, CISM would be advantageous. • Preferably at least 10 years of working experience, with at least 7 years in a cybersecurity role. • Familiarity and experience with public sector policies is preferred. Personal Characteristics & Behaviour: • Good leadership skills. • Good interpersonal skills and negotiation skills. • Able to work under pressure and tight deadlines. • Good writing and communication skills. • Good analytical and critical thinking skills. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
