What the role is

The People & Culture Group (PCG) provides strategic and operational shared HR services to agencies under its care. PCG brings best and progressive practices to support agencies in building and fostering a high performing and engaged workforce to deliver on their organisational mission and strategic goals. We are looking for a Senior Executive/Manager (Growth & Development) who will play the role of learning consultant to a group of public agencies. Your Impact • Provide thought leadership and expertise to build organisational capability and a learning culture in collaboration with relevant partners such as the strategic workforce planning team, HR business partners, and agency leaders • Lead the implementation of Competency-Driven Growth frameworks that revolutionise how we approach career development • Pioneer cutting-edge learning solutions that prepare our workforce for the future

What you will be working on

Your Role • Navigate the complexities of supporting multiple agencies and engaging diverse stakeholders under the People and Culture Group • Keep abreast with market trends and in tune with the organisation and managements’ vision to ensure relevance of existing programs • Embed Competency-Driven Growth (CDG) as an anchor across all growth and development initiatives and platforms • Design and deliver innovative and scalable interventions to uplift the competencies of the workforce to meet strategic business needs and to be future-ready • Design, implement, and deliver leadership interventions (e.g. Leadership360) to hone leadership competencies across middle/ senior management levels, cultivating a pipeline of effective leaders • Provide insights on the organisation’s competency landscape and make recommendations to bridge capability gaps • Take a systems approach to review and streamline systems and processes across multiple agencies • Establish metrices to measure and track the effectiveness of development initiatives (e.g. learning records for effective data analysis) • Onboard and drive utilisation of learning development platforms

Join us if you have a passion for the people business and possess the following competencies: Must haves • Systems thinking: Able to connect issues with the larger system and identify interdependencies across issues/ domains/ agencies, introducing effective change for optimal impact as needed. • Improving and innovating continuously: Strong innovative and conceptual thinking skills to conceptualise and suggest creative solutions and approaches to HR/ business challenges. • Tech-excellence: Leverage technology and digital tools to optimise delivery and create a high-performing future ready organisation fostering a tech-focused and ‘digital-by default’ culture in line with industry and market trends. • Data analytics & insights: Able to make sense of data and use data storytelling/ visualisation skills to generate insights for forward planning. • Thinking clearly and making sound judgement: Strong analytical and critical thinking ability. Able to make sound and timely decisions. Thinks ahead to anticipate issues, identify opportunities, and appreciate implications. • Stakeholder management: Can work effectively with and mobilise relevant stakeholders at different levels of the system for relevant input toward a common purpose and deliver impactful outcomes. Create and promote opportunities for collaboration across boundaries. Good to have • Design thinking: Focused on understanding our learners’ and business needs. Not afraid to challenge assumptions and redefine problems to create innovative and viable solutions. • Competency framework development & application: Experience in contextualising and applying centrally developed competency frameworks to various functions/verticals. There could be opportunities for cross-functional projects to develop your competencies and enable you to contribute beyond the area of HR. There are structured opportunities for internal job rotations in Central HR or other PSD functions during your career with us. Successful candidates will be offered a 2-year contract in the first instance.
