The Accountant-General’s Department (AGD) plays an important role in making Singapore a better place through Finance. Together we play a critical role in helping the Government achieve its fiscal and economic objectives through sound stewardship and governance.

You will join AGD’s Government Central Team under Finance Transformation Directorate in supporting Project Cumulus over 40 statutory boards who have on-boarded Workday. You will be leading 3 teams under Innovations & Improvements, specifically: 1. Deep Dives Team • Lead and coordinate comprehensive system analysis initiatives with Cumulus (Workday) agencies, working closely with Workday and Accenture teams to identify and resolve user experience challenges in Cumulus • Steer the Workday-led Value Realisation workshops (i.e. mini deep dives) for the remaining Cumulus agencies 2. Strategic Planning Team 2.1. Future of Cumulus • Conduct comprehensive evaluation of current Central Finance and Payroll systems utilised by Statutory Boards (SBs), with particular focus on Workday-Finance and Excelity platforms • Review long-term options for Cumulus’ payroll system • Support Group Director and Director in prioritising and lobbying Workday on product improvements and innovations • Design and develop strategic content agendas for multiple Cumulus engagement platforms, including DOF Connect, Cumulus Ignite, and CE Connect • Identify and implement new technologies and digital solutions that can complement Cumulus 2.2. Performance and Risk Management • Establish and monitor key performance indicators (KPIs) to track the progress and success of transformation initiatives • Identify and mitigate potential risks associated with Cumulus as a central finance system and the Excelity Payroll System • Maintenance of the FT-I&I Risk Register • Establish and monitor key risk indicators (KRIs) to facilitate risk measurement and assessment 3. Payroll and Expenses Cluster • Oversee Cumulus’ Payroll and Expenses Functional Teams, with the support of a Cluster Lead

Functional/Technical Competencies • Tertiary qualifications in Accounting, Business, Finance, or related fields with at least 10 years of work experience • CA Singapore certification is preferred • Keen interest in Ops-Tech • Proven experience in leading finance transformation initiatives within large-scale infrastructure projects or similar complex environments • Strong understanding of financial systems, processes, and best practices, with a focus on driving efficiency and value creation • Familiarity with infrastructure-related business requirements will be advantageous • Possess good leadership, communication, presentation and stakeholder management skills, with the ability to influence and drive change • Ability to put forth proposals and recommendations for management decision-making Generic Competencies • Possess strong problem-solving and analytical skills; • Good time management skills to multi-task and prioritize key deliverables; • Ability to be agile and navigate ambiguity You will be notified whether you have been shortlisted within 4 weeks from the closing date of this job posting.
