What the role is
What you will be working on
Your key responsibilities will include:
• Strategic Policy Formulation:
- Lead formulation, conduct reviews, and implementation of HR policies and processes including performance management, total rewards, conduct and discipline and manage the transition of HR systems, ensuring alignment with public sector guidelines, organisational needs, legislative requirements, and stakeholder acceptance.
- Anticipate future workforce needs and proactively shape policy evolution.
• Reward, Benefits and Compensation Strategy and Management:
- Lead end-to-end compensation strategies and initiatives, including annual salary reviews, performance bonus reviews, new hire compensation recommendations.
- Conduct rigorous market analysis, survey and benchmarking, while developing and implementing competitive reward frameworks that ensure internal equity, market competitiveness, and drive organizational performance.
- Review and oversee job evaluation frameworks and grade structures.
• System and Process Improvements:
- Drive system and process improvement initiatives and changes to enhance HR operations and compliance with WOG systems, and collaborating with system owners and stakeholders to implement effective solutions.
- Utilise HR analytics to assess policy effectiveness, reward competitiveness, providing evidence based recommendations for enhancements.
• Stakeholder Engagement & Advice:
- Partner closely with senior leadership, line managers and PSD to provide expert counsel on complex policy and reward matters.
- Lead negotiations and consultations on policy / reward changes
What we are looking for
• Minimum 10-15 years of experience in Public Service HR, demonstrating expertise in HR policy development and rewards management, with proven success in implementing employee-centric solutions while balancing organizational needs, process excellence, and regulatory requirements
• Processes deep knowledge of Singapore’s employment law, public sector HR frameworks (PSD guidelines) and statutory requirements (MOM, CPF).
You Should Also Be
• Strategic Policy & Rewards Expert - Deep understanding of Public Service HR policies, employment legislation, and compensation principles with proven ability to develop and implement effective total rewards strategies while driving holistic policy reviews
• Process Excellence Champion - Demonstrated capability in leading process improvements initiatives using various methodologies to enhance HR operations
• Stakeholder Management - Strong business acumen with exceptional ability to collaborate with diverse stakeholders, influence decisions, and align HR policies with organizational objectives
• High integrity, sound judgement and commitment to fairness, transparency, and public service values.
