We are seeking an experienced Senior Manager to join our Technology Management Office (TMO), a strategic unit that oversees the planning and operations for Government Digital Products (GDP) and Government Technology Office (GTO) within GovTech Singapore. This pivotal role seeks a versatile professional to strategically bridge technical innovation, robust business operations, and complex government domains, driving operational excellence and shaping the future of digital governance.

Key Responsibilities

Programme Management for GTO Consulting Team

• Lead and oversee the strategic programme management of the GTO Consulting Team, ensuring its efficient and effective operation.

• Establish and monitor performance metrics, resource allocation, and project pipelines to optimise team output and impact.

• Develop and implement best practices for consulting engagement lifecycles, from intake to delivery and post-engagement review.

• Foster a collaborative environment within the consulting team, promoting knowledge sharing and continuous improvement.

Strategic Planning & Leadership

• Lead strategic planning initiatives for GDP and GTO, including the development and execution of comprehensive workplans and KPI frameworks that align with GovTech's broader objectives.

• Perform chief of staff functions for the Deputy Chief Executive (Products) and Chief Technology Officer, providing strategic counsel and ensuring effective execution of leadership priorities.

Operational Management

• Oversee critical operational functions including financial planning, procurement processes, and manpower allocation across GDP and GTO.

• Provide Project/Program Management Office (PMO) functions for divisions within GDP and GTO.

• Spearhead operational efficiency by identifying opportunities for process optimisation and implementing cutting-edge best practices across all functions.

• Manage stakeholder relationships across various government agencies and external partners.

Technical & Business Integration

• Actively facilitate seamless communication channels between technical teams and business units, ensuring cohesive alignment of technology initiatives with critical operational needs and strategic goals.

• Translate complex technical concepts for non-technical stakeholders and business requirements for technical teams.

• Contribute to the development of sustainable product strategies that balance innovation with operational feasibility.

Experience & Skills

• Minimum 8 years of relevant experience in technology, business operations, or the public sector.

• Strong track record in strategic planning and operational management.

• Demonstrated ability to manage complex stakeholder relationships.

• Excellent verbal and written communication skills, with proven experience in crafting compelling presentations and papers.

• Profound understanding of emerging technology trends and their strategic implications for enhancing and transforming public sector services and digital governance.
