What the role is

The Income Security Policy Division (ISPD) leads MOM’s efforts in ensuring retirement adequacy and empowering Singaporeans to achieving financial security. ISPD works closely with Central Provident Fund (CPF) Board, the Ministry of Finance (MOF), Ministry of Health (MOH), Ministry of Social and Family Development (MSF), the Ministry of National Development (MND) and the Monetary Authority of Singapore (MAS), to formulate and implement policies and initiatives to improve Singaporeans’ financial security. The Financial Planning Programme Department (FPPD) focuses on improving financial literacy among Singaporeans and co-leads MoneySense, Singapore’s national financial education programme, with MAS. It aims to empower Singaporeans to improve their financial wellbeing, including managing their money well and making sound financial decisions.

What you will be working on

You will be responsible for driving the research agenda for financial literacy for Singaporeans and support research efforts that support retirement adequacy objectives. You will work closely with agencies such as CPF Board and the Ministry of Digital Development and Information (MDDI) to leverage possible synergies across research plans for financial literacy and retirement planning. You will also help to facilitate collaborative data sharing with other stakeholders, including MoneySense partners and academia. You will also be required to support ISPD’s policy research needs and contribute towards policy reviews for retirement adequacy. You will be leading the design and implementation of key financial literacy surveys. The survey findings would provide insights on the financial literacy levels of Singaporeans and highlight areas for improvement. You will also be responsible for conducting further analysis of the survey results and implementing deep dives into focal areas. You will be required to conduct research studies for actionable insights to inform and enhance broad-based as well as targeted initiatives, communications and partnership efforts for MoneySense. You will be required to assess and use suitable data, qualitative and quantitative techniques to conduct the requisite research. You will also identify trends from research studies and conduct analysis to develop insights pertaining to attitudinal and behavioural aspects of financial and retirement planning. The responsibilities include the following: • Manage end-to-end research projects of the Programme Department • Lead the conduct of quantitative and qualitative research studies/projects by the Programme Department, which would include managing third-party vendors and other key stakeholders (e.g. academia) • Provide data cuts and further analysis for survey findings as requested by the team or other MoneySense stakeholders • Prepare and present key survey findings and analysis at relevant platforms e.g. MoneySense Council and Workstream meetings • Provide inputs on survey findings whenever required e.g. for KPI reporting, for MoneySense campaigns • Keep track of International Research and developments on Financial Literacy

What we are looking for

• A degree in a relevant field such as Business, Data Science, Economics, Psychology, Social Science, Statistics or Public Policy • At least 5 years of working experience, preferably in policy research • Strong interest or experience in financial planning and policy matters • Strong planning and analytical skills to leverage use of data • Strong project management skills • Ability to grasp issues quickly and to think independently and critically • Strong communication skills, with the ability to talk to and present to a range of audiences • Self-driven, able to work independently and in a team • Good interpersonal skills, comfortable in managing and engaging stakeholders • Competent in analysing data using R or Python • Advantageous to have data manipulation and visualization skills using Tableau or Power BI • Good proficiency in English, both verbal and written
