The Fiscal Policy Directorate in MOF is responsible for stewarding, designing and implementing fiscal frameworks and strategies to optimise the allocation of finite public resources, so as to maintain macroeconomic stability, support economic growth, and promote social equity. Our work ensures that the Government can balance the budget and have sufficient resources to advance Singapore’s key priorities, for the benefit of Singaporean households and businesses.
We are looking for a self-driven and highly motivated individual to join our team, as the product manager for MOF’s iBudget3.0 system. iBudget3.0 is the Government budgeting system that is used to prepare the annual budget, effect MOF’s budgetary rules across the public sector and enable effective policy analysis through data analytics.
As the main product manager for iBudget3.0, you will have the opportunity to gain a deep exposure to Government budgeting frameworks and play a critical role in a high-stakes system that underpins Singapore’s annual budget process.

What the role is
What you will be working on
Key responsibilities include:
• Translate new budgeting policies into system rules and design new system modules to meet evolving budgeting needs
• Manage the external IT vendor to ensure timely, accurate delivery of system enhancements and system operational readiness for the annual Budget
• Conduct training sessions for new users
• Collect data and conduct data analysis to support policy reviews
• Collaborate closely with external stakeholders, especially other agency system owners, to ensure interoperability and data transfer across Government budgeting, procurement and payment systems
What we are looking for
Candidates should preferably have:
• At least 3 years of experience leading either vendor-led or in-house development projects, preferably within public service and/or financial services industry
• Comfortable working on multifaceted problems in an agile environment, including the ability to distil large complex problems into smaller, actionable steps
• Demonstrate ability in overcoming business and technical constraints and deliver value adding products independently, with minimal supervision
• Strong presentation and communication skills. Having the ability to explain technical concepts to a non-technical audience is a must
• Strong understanding of application/platform troubleshooting, performance monitoring, and issue resolution
• Experience in developing and maintaining operational procedures and documentation
• Familiarity with basic data analytics core techniques and concepts
• Familiarity with basic finance and accounting concepts
