What the role is

The Residential and Children-in-Care Policy Branch oversees Residential Care Policy and Children-in-Care Policy. It formulates and reviews housing and social support policies for children in statutory care, rough sleepers, homeless individuals and families, family violence survivors, low-income and vulnerable elderly, and destitute persons. Our goal is to maximise the safety, stability and social mobility of these client groups, through client-centred care, rehabilitation and quality residential services. To facilitate this, we undertake evidence-based research, community engagement and collaboration with stakeholders. This Branch is part of a larger Division, the Rehabilitation, Protection and Residential Care (RPR) Division, which oversees the policies, strategies and programmes that address the needs and challenges of vulnerable populations. Such populations include children and adults in need of care and protection, youth and adult offenders, family violence survivors, the vulnerable elderly and individuals at risk of homelessness.

What you will be working on

Reporting to the Team Leader, you will be: • Shaping our medium- to long-term policies: You will be an integral part of the team shaping the Ministry’s overall long-term vision and strategy for supporting the homeless, rough sleepers and others in need of residential care. This would involve integrating information from various sources to understand the needs of the populations, undertaking gaps analyses, and making sound judgements about the next steps to take. You will also oversee strategy and communications-related matters relating to this portfolio. • Designing data-driven policy: You will engage in data-driven policy-making. This will involve analysing emerging trends, reviewing research, conducting data analyses, and engaging with community partners and ground agencies to better understand the needs of the homeless, rough sleepers, and others in need of residential care. You will need to demonstrate an ability to use both quantitative and qualitative data appropriately in the course of policy-making. • Forging partnerships with stakeholders: You will need to work effectively with both internal and external stakeholders for sensemaking of the clientele’s needs and to assess the suitability of proposed solutions to meet these needs. This entails establishing good relationships with community partners (e.g. Social Service Agencies that operate residential care services), research teams, and Government counterparts. You will also need to engage members of the public on matters relating to the portfolio. This could entail running inter-agency workgroups and conducting consultation sessions with various stakeholder groups. As a Manager/Senior Manager of the Rehabilitation, Protection and Residential Care Division, your role requires strategic thinking and strong analytical, research, and communication skills. You will contribute to the development of policies that enhance residential support, protection and rehabilitation for vulnerable groups in society. What we are looking for

• Strong ability to engage in systems thinking and deep critical thinking, and conduct data-driven analyses • Communicates effectively, both verbally and in writing • At least two years of relevant work experience in policy formulation, data analysis, and inter-agency stakeholder / sector engagement would be an advantage • Team player • Driven, resourceful and open to learning • Able to lead projects independently and engage internal and external stakeholders at different levels • Able to manage tight timelines and deliver outcomes in a fast-paced working environment.
