The role is for a Deputy Director in the Science and Technology Planning Division (STPD). You will oversee and coordinate R&D/S&T programmes under RIE2025 for MSE Family, while ensuring alignment with policy objectives, identifying system-level synergies/trade-offs to safeguard allocation of resources, and facilitating translation and commercialisation of technologies for economic value capture STPD uses S&T as an enabler to support the overall MSE vision of creating a sustainable, resource-resilient and climate-resilient Singapore. S&T topics are broad-ranging spanning from water resources, resource circularity, climate adaptation, food security etc.

What you will be working on

As a member of the STPD team, your job scope includes: • Maintain oversight, plan, coordinate, and drive MSE Family’s R&D/S&T in environment, food, and water, so as to ensure stronger alignment across various relevant MSE Family S&T Masterplans and technology roadmaps to identify common priority areas, while maximising outcomes. • Oversee, coordinate, evaluate R&D strategies/programmes/funding initiatives under the Resource, Environmental and Sustainability sub-track of the Urban Solutions and Sustainability domain to support the national RIE2025 research agenda (i.e. in areas of Climate Change, Circular Economy, Sustainability etc.). • Coordinate FEC-Resource, Environment and Sustainability (RES) cluster ITMs and sectoral plans development while fostering collaboration with industry to promote technology translation and commercialisation in the MSE-space and RIE, building and retaining capabilities, so as to value-capture our R&D investments, and in turn ensure economic competitiveness.

What we are looking for

• Tertiary qualifications, preferably in an engineering, technology, or science discipline, with at least 8-10 years of relevant work experience in environmental, food and water domains. • Experience in reviewing and developing science and technology related policies/strategies. • Strategic planning, programme management, with R&D and/or I&E experience, along with experience in governance processes and management of R&D programmes, projects and studies in cross-cutting S&T areas. • Knowledgeable in building database and data analytics to derive insights and identify gaps. • Ability to analyse data and synthesise disparate trends to provide meaningful insights such as risks and opportunities to economy or alternate/fresh perspectives e.g. CBAs, LCAs. • Highly motivated, multi-tasker in a dynamic environment, and able to lead a lean team with minimal supervision. • Strong communication and interpersonal skills, with the ability to engage other technical and industry experts. • Strong analytical, strategic, and conceptual thinking skills, with keen ability to grasp issues and acquire knowledge in new domains, and to analyse multiple sources of information (i.e. systems-level thinking) and data to derive insights for strategy formulation • Excellent presentation and writing skills
