What the role is

• Provide advisory and guidance to the GROs and Councils on financial and accounting rules and SOPs, accounting applications and systems and oversee their accounts for management and statutory reporting.

• Develop new systems, maintain and enhance existing systems to support business processes and financial activities such as receipts, payments and donations.

What you will be working on

Key duties and responsibilities that need to be performed to meet the primary objective of the job.  This will include the important result areas (what) along with the rationale (why).

  • Provide guidance and advice to PA staff, GROs and Councils on financial and accounting rules and procedures and finance related systems including Accounting, Collection and Recording Systems.
  • Perform the day-to-day operation of the Grassroots Finance Unit which may include the monthly/quarterly preparation; processing; review and analysis of GRO accounts.
  • Perform periodic review on the GRO's financials to highlight areas of risks or issues for GROs' rectification to enhance governance.
  • Liaise with relevant agencies and stakeholders from Community Development Divisions, Constituency Offices, Group Constituency Directors’ Offices, Field Governance Offices, government departments, external agencies, Internal and External Auditors on financial and statutory reporting, funding and audit issues. 
  • Assist in the smooth operation for accounting systems and functions at PA and GROs by performing review of system user access, monitor and troubleshoot daily and monthly system interfaces of various systems and facilitating e-learning and streamlining operational processes for GROs.
  • Assist in design system functionalities by working closely with consultants, relevant agencies, PA units and staff and performing UAT for new systems requirements or change requests to support business processes and financial activities (receipts, payments and donations) and enhance controls to strengthen corporate governance for GROs.

Other ad-hoc duties not covered under main responsibilities and duties.

  • Perform other duties assigned by senior officers.

What we are looking for

Experience

One to two years of experience in handling financial and accounting functions.

Others            

Knowledge of Microsoft Office and SAP accounting software would be an added advantage.

Only shortlisted candidates will be notified.

Successful candidates will be given a 3-year contract.
