What the role is

You develop and implement welfare policies and provisions for MINDEF/SAF personnel, manage welfare funds, and enhance service delivery through digital transformation, while ensuring compliance with financial controls and governance requirements.

What you will be working on

- Develop and review welfare policies and processes - Oversee SAF Central Welfare and Benevolent Funds, including the investment of funds in various instruments - Undertake regular reviews to determine progress and status in attaining objectives and revise objectives and plans in accordance with key performance indicators - Conduct market research on welfare provisions undertaken by other Ministries and private entities - Implement new welfare benefits and enhance existing ones - Manage vendor relationships and service delivery - Oversee welfare disbursement systems - Conduct audit checks and prepare statutory declarations Challenge(s) - Managing high-tempo, dynamic environment with time pressure - Handling multiple requests from MINDEF/SAF personnel and vendors - Implementing digital transformation initiatives, such as keeping abreast of Government Technology (GovTech) Agency’s Open Government Products (OGP) to recommend platforms that can be used within MINDEF/SAF

What we are looking for

- Education in Accountancy, Finance or a related field is preferred - At least 5 years of working experience in finance/budgeting, 2 years in managerial capacity is preferred - Experience in process improvement and change management - Strong leadership and cross-team management abilities - Excellent project management skills - Strong written and verbal communication skills - Good time management skills, independent and resourceful (Applicants with no experience may apply.)
