What the role is

As a member of the Career Development Branch in Manpower Division, you will be directly involved in the implementation of deployment and career management strategies for HAS (ICA) and civilian officers, paving the way for fulfilling careers with ICA, while ensuring that ICA’s current and future manpower needs are met. You will also support talent identification and development efforts through the implementation of leadership programmes and initiatives to build a strong pipeline of Home Team leaders.

What you will be working on

[Career Management] • Administer ICA’s structured open posting exercises in partnership with internal stakeholders based on prevailing guidelines. Relevant workstreams include (but are not limited to) identifying eligible officers and available posts, organising and conducting engagement sessions with the exercise participants, and recommending posting plans based on guidelines. • Plan, recommend, and execute staff movements such as deployment of fresh recruits and secondment of officers to external agencies for career exposure and development. • Manage and maintain the tagging of officers to official establishments within the whole-of-government Human Resource and Payroll (HRP) system, which would include preparing and executing posting transactions in the system, as well as maintaining accuracy of deployment records within the system. • Monitor posting durations and conduct appropriate follow-up actions in accordance with relevant policies. This would include regular reviews of officers in roles which are subjected to mandatory job rotations or employment restrictions. • Perform the secretariat role (on a rotational basis) for Career Development meetings chaired by senior management. [Talent Development] • Implement ICA’s Sponsorship and Scholarship framework for in-service officers while working closely with Ministry Headquarters, ICA’s work units, officers and academic institutions to see through the sponsorship journey from identification, recommendation to monitoring of officers’ studies with the institutions. • Administer leadership programmes, such as the LEAD Programme and Home Team Leadership Development Programme (HTLDP), from the selection and emplacement of officers, to monitoring their performance and ensuring that they have been meaningfully engaged during their term. • Administer talent development initiatives and programmes such as nominating suitable officers for milestone courses, attachments with external organisations, etc. • Undertake other duties or projects that may be assigned.

What we are looking for

• Be a strong team player, who can collaborate effectively and build rapport with internal and external stakeholders. • Meticulous and careful in extraction of information, collation and monitoring of data. • Self-motivated, with the ability to multi-task and work effectively in a fast-paced environment independently. • Proficient in Microsoft Office Applications (Powerpoint, Word, EXCEL). Knowledge of Excel functions e.g. Xlookup, Pivot Tables, power query is an advantage.
