What the role is

Would you like to play a role in charting the path forward for Singapore’s low-carbon transition? This is the key responsibility of the Resource and Planning team within MTI’s Energy and Carbon cluster. Making the transition to a low-carbon economy in a secure and cost-competitive manner is critical for Singapore. With finite resources and an open economy, Singapore faces unique trade-offs and challenges in making this transition, requiring innovation in technology and policy to seize new opportunities in a carbon-constrained world.

What you will be working on

MTI’s Energy and Carbon (E&C) Cluster leads initiatives to reduce emissions and drive the transition to a low-carbon economy, even as we continue growing Singapore’s economic headroom. This includes developing carbon markets, planning energy infrastructure, developing low-carbon energy sources, and managing our emission trajectories and carbon budgets. You will collaborate with various stakeholders to support sustainable economic transformation and green growth through international trade and industry partnerships. The Resource & Planning team within the E&C Cluster takes the lead in cross-cutting policymaking to decarbonise our economy and meet our Net Zero targets, while maintaining our economic competitiveness. We are looking for driven and capable officers who (i) thrive in a fast-moving environment, (ii) have a keen interest in carbon, energy and economic transition policy, and (iii) are adept at working with multiple stakeholders within and outside the public sector. In particular, the officer will be responsible for one or more of the following workstreams: (a) Developing strategies for national mitigation measures, leveraging carbon tax implementation and the deployment of the Carbon Mitigation Programme Budget; (b) Leading the development of industry decarbonisation policies, through the development of effective incentive schemes and other levers; (c) Overseeing R&D efforts into longer-term industry decarbonisation pathways.

What we are looking for

The candidate should be equipped with the following competencies: • Possess strong analytical skills, and be able to provide policy recommendations by drawing on a wide variety of sources; • Have a keen interest in the development and deployment of policies and technologies that can support Singapore’s Net Zero ambitions; • Be very comfortable working with a wide range of stakeholders, both within and beyond the public service, which requires strong interpersonal, organisational and communication skills; • Possess the ability to work well both independently and as part of a team; • Be driven, meticulous and resourceful; • Candidates with relevant experience in policy-related work (particularly in the public sector), and sustainability and energy-related fields will be assessed favourably.
