What the role is

Would you like to play a role in planning for and developing carbon capture, utilisation and storage (CCUS) as a pathway to decarbonise our economy? This is the key responsibility of the CCUS team within MTI’s Carbon Mitigation Division. Making the transition to a low-carbon economy in a secure and cost-competitive manner is critical for Singapore. CCUS is an important pathway to realising this transition, as it allows decarbonisation of hard-to-abate emissions for which there are no ready alternative solutions.

What you will be working on

MTI’s Energy and Carbon (E&C) Cluster leads initiatives to reduce emissions and drive the transition to a low-carbon economy. This would be key for us to continue growing Singapore’s economic headroom as well. Officers working on the E&C front are tasked to develop carbon markets, plan energy infrastructure, develop low-carbon energy sources, and manage emission trajectories and carbon budgets. You will collaborate with various stakeholders to support sustainable economic transformation and green growth through international trade and industry partnerships. The CCUS team takes the lead in (i) formulating Singapore’s strategies and policies on CCUS; and (ii) working with private sector and international partners to develop CCUS value chains. We are looking for driven and capable officers who (i) thrive working in a fast-moving environment, (ii) have a keen interest in CCUS policies and technology development, and (iii) are adept working with multiple stakeholders within and outside the public sector. In particular, the officer will be responsible for one or more of the following workstreams: • Develop viable commercial models, create economic regulations, and masterplan for CCUS. • Formulate strategies and policies to negotiate G2G agreements with regional countries. • Monitor developments in new technologies for CCUS.

What we are looking for

The candidate should be equipped with the following competencies: • Possess strong analytical skills; • Possess the ability to understand and navigate the complexities of politics in regional countries; • Possess the ability to pick up new content areas quickly, and assimilate knowledge from a wide variety of sources to provide policy recommendations; • Be very comfortable working with a wide range of stakeholders, both within and beyond the public service, which requires strong interpersonal, organisational and communication skills; • Possess the ability to work well both independently and as part of a team; • Be driven, meticulous and resourceful; • Be willing to travel. • Candidates with relevant experience in policy-related work (particularly in the public sector), and sustainability and energy-related fields will be assessed favourably.
