The jobholder is responsible for leading the team in researching, developing and implementing public policies and legislative amendments that affect Singaporeans. The team will oversee legislative reviews on the Misuse of Drugs Act (MDA), the various Misuse of Drugs Regulations (MDR), Intoxicating Substances Act (INSA) and other relevant Acts. In addition, the team supports information collation and analysis of international trends on abuse, trafficking and control of illicit drugs, prescription medications and new psychoactive substances to keep abreast of drug movements and developments.

What the role is
What you will be working on
The details of what the jobholder will perform or lead include:
Conduct and guide staff in literature reviews and environmental scans to identify relevant research topics and projects. These will support CNB in understanding the drug landscape, analysing trends and informing policy directions or strategies.
Compile and synthesis findings from various sources, including academic literature, legal texts and operational data, to support policy development and decision-making.
Work with staff to engage internal divisions and external agencies to contribute to the development of policies that are aligned with organisational priorities.
Track and report on the progress of policy-related projects, helping to evaluate their impact and effectiveness.
Provide training to support staff understanding of legislative background, policy context, international developments and their roles and responsibilities in these areas.
Procure and manage funded research projects with staff, including engaging the researchers, and making sure that these projects are completed within the specified timelines
What we are looking for
The role requires the ability to work independently and to lead a small team. An interest in research and analytical work is essential, along with strong writing and presentation skills. Experience in policy development or related work would be an advantage.
