What the role is

The fields of Science, Technology, and Engineering (STE) have been pivotal in modernising public service delivery, as well as driving innovation and efficiency in the public sector. Hence, the Public Sector Science and Technology Policy and Plans Office (S&TPPO) has been set up to spearhead Whole-of Government (WOG) efforts in leveraging STE to develop cutting-edge solutions and strategies that address complex national challenges and improve the quality of life for citizens. This role is with the Science and Technology (S&T) Masterplanning team in S&TPPO. The team is responsible for: (i) monitoring STE trends to assess the opportunities and impact on public sector priorities; (ii) identifying and incubating (WOG) level STE programmes to meet identified public sector priorities; and (iii) developing frameworks to govern the set-up of WOG expertise hubs aimed at supporting public sector agencies’ efforts to incorporate STE as part of their operations. As Head/Assistant Head, Policy and Governance, you will be assisting the Deputy Director in overseeing the conceptualisation, development, governance and management of the suite of policies, resources and tools needed to support Whole-of-Government efforts to build and sustain strategic and critical cross-cutting Science, Technology, and Engineering (STE) capabilities in an effective, efficient and sustainable manner. This position involves identifying and formulating strategies, policies, and plans to address systemic pain points, issues and/or challenges faced by public sector agencies in building STE capabilities or in the adoption and/or scaling of new technologies. This includes devising, managing and governing supporting tools, frameworks and resources needed to support such wider WOG needs and demands.

What you will be working on

As the Head/ Assistant Head, you will: • Support the development and implementation of policies and governance frameworks for strategic STE capability development, including: • Oversight of Centres of Excellence (CentExs) performance and strategic alignment • Management of resource frameworks for CentExs and other S&TPPO initiatives • Development of monitoring and evaluation mechanisms • Identification, scoping and incubation of new CentExs and other means for anchoring STE capabilities within the public sector • Contribute to strategic planning and policy formulation to address emerging technologies, national priorities and systemic challenges in public sector STE adoption • Develop and implement evaluation frameworks to assess the effectiveness of S&TPPO’s policies and programmes • Cultivate and maintain strong working relationships with stakeholders across government agencies • Support the management of funding mechanisms for S&TPPO’s STE programmes

What we are looking for

• Background in Science, Technology and Engineering, Public Policy, Business Administration, or a related field. • 3 – 5 years’ experience in governance, policy development, and resource management is preferred. • A proven track record of managing complex projects and supporting cross-functional teams. • Strong analytical, strategic thinking, and problem-solving skills. • Excellent communication and interpersonal skills. • Knowledge of emerging technological trends and their implications for policy and governance. • The ability to work in a fast-paced and dynamic environment.

About Science and Technology Policy And Plans Office

The Public Sector Science and Technology Policy and Plans Office (S&TPPO) is a department under the Prime Minister’s Office and serves as the functional leader for the Science, Technology and Engineering (STE) domain in public sector. We collaborate with other centre-of-government agencies to identify, resource and review key STE capabilities, and leverage STE as an enabler to transform operations to deliver more cost-effective and cost-efficient outcomes, thereby building a future-ready and more sustainable Singapore. S&TPPO also aims to develop and implement HR strategies and levers to strengthen capability development and career value proposition of STE professionals in the Singapore Public Service.
