As quantum technologies emerge as a critical frontier in national development and security, the Quantum Policy and Strategy Unit (QPSU) supports the National Quantum Office in shaping Singapore's quantum ecosystem and strategic positioning.
The unit operates within the broader national framework for emerging technology governance, focusing specifically on quantum technology development and its implications for Singapore. QPSU works closely with various government agencies to ensure coordinated development and implementation of quantum-related initiatives.

What the role is
What you will be working on
You will lead a team to develop and implement Singapore's national quantum strategy, providing strategic direction for Whole-of-Government initiatives in quantum technology development. This includes spearheading policies to advance Singapore's quantum capabilities, overseeing the development of quantum security frameworks, and establishing strategic partnerships with key private and public sector stakeholders. You will drive the formulation of talent development strategies, guide infrastructure planning decisions, and represent Singapore in high-level international platforms. Working closely with leadership across the quantum ecosystem, including the National Quantum Office and Centre for Quantum Technologies, you will shape policy directions and international engagement strategies to strengthen Singapore's position as a quantum-ready nation.
What we are looking for
• At least 8 years of working experience, preferably in policy development and strategy formulation. Supervisory experience is necessary.
• Track record in driving cross-agency initiatives and outcomes in emerging technology domains. Background in quantum technology or cybersecurity is preferred but not essential
• Proven ability to manage senior stakeholders across government, industry, and academia
• Strong analytical mindset with ability to adopt systems-level approach to complex issues
• Ability to operate effectively in ambiguous and unstructured work environments
• Excellent written and verbal communication skills, with ability to build consensus across multiple stakeholders
