What the role is
What you will be working on
The Business Partnerships Team in PSD sits at the intersection of policy and implementation. We work with agencies across the Singapore Public Service to support workforce transformation and ensure good governance for a strong and effective Public Service. As a dynamic team that influences organisational change, we are seeking forward-thinking individuals who can develop innovative and practical solutions for complex workforce challenges.
As a Business Partner to selected public sector agencies, you will be responsible for the following:
• Account Management: Develop a deep understanding of the agencies’ business and workforce needs to co-create tailored HR solutions. Cultivate strong working relationships with key agency stakeholders. Collaborate with key stakeholders and other teams in PSD to drive workforce transformation initiatives within their agencies.
• Policy-Operations Integration: Provide insights on agencies’ operational needs and constraints to inform and shape HR policies, thus ensuring that these policies can be effectively implemented and are aligned with agency realities.
• Public Service Governance: Serve as a trusted advisor and secretariat to group of senior leaders on HR matters, facilitating informed decisions through comprehensive analysis and recommendations.
• Manage Stakeholder Engagement: Address and resolve queries and feedback from members of the public and ex-public officers in partnership with agencies and PSD’s Quality Service Manager. Advise agencies on handling complex stakeholder communications and ensure timely and coordinated responses.
• Opportunities for Growth and Development: Beyond your core portfolio, you will have the opportunity to participate in policy-operations reviews to enhance HR effectiveness across the Public Service and deepen your expertise in areas such as Industrial Relations, Performance Management, HR Systems and Workforce Planning. You may also contribute to cross-cluster projects that shape strategic HR initiatives and build your network across the Public Service.

An ideal candidate should possess the following:

o Analyse workforce trends and data to inform policy decisions
o Translate complex policy considerations into clear and concise recommendations for decision-makers.
o Identify challenges in HR Policy implementation and propose evidence-based solutions.

o Able to collaborate with agencies to understand their development strategies, contextualise and align HR policies to support their needs.
o Able to provide guidance to HR teams on applying key HR principles effectively within their agencies.
• [Working Effectively with Stakeholders] Strong communication & engagement skills
o Ability to communicate complex issues and policy solutions to public officers
o Willingness and drive to effectively engage with a range of stakeholders to ensure that policy is successfully implemented
o Self-starter and strong team player who is able to both work independently and in collaboration with others

o Bold and willing to drive innovation by experimenting with ideas, creative solutions to improve work processes and enhance efficiency.
• Meticulous, proactive, and resourceful
o Ability to review large datasets, identify gaps and make recommendations on how to close the gaps
o Analyse issues across multiple topics, make connections and anticipate operational challenges
• At least 2 years of HR experience, preferably in the Public Service or a complex organisational setting.
Applicants will typically be notified of the outcome within 4 weeks of the closing date of the job posting.
Successful candidates will be offered a 2-year contract in the first instance.
