What the role is

To lead and drive strategic initiatives in strengthening the social service sector's capabilities by:
1) Providing strategic direction and oversight in developing comprehensive capacity-building frameworks and policies that enhance partners (including Social Service Agencies, social purpose entities) to improve their organisational effectiveness
2) Guiding the development and implementation of evidence-based strategies across key organisational health domains
3) Establishing robust evaluation frameworks to measure sector-wide impact and progress of capability building initiatives
4) Fostering strong partnerships and alignment across stakeholders to ensure effective implementation of sector development plans
5) Mentoring and developing team members to deliver high-quality policy work and implementation strategies that strengthen the social service ecosystem.

The role is to ensure that capability building initiatives are strategically aligned, effectively implemented, and measurably improve SPE/SSAs' ability to deliver quality social services.

What you will be working on

1) Strategic Leadership and Direction Setting
- Develop and drive implementation of capability building strategies and workplans
- Monitor sector trends and developments to inform planning and programme adjustments
-  Coordinate cross-team efforts to achieve strategic outcomes

2) Policy Development and Governance
- Review and enhance operational policies for capability building programmes
- Develop policy recommendations and papers for senior management consideration
- Coordinate policy implementation and feedback mechanisms across teams

3) Resource Optimisation and Impact
- Oversee development of sector-wide organisational outcome(s) measurement frameworks
- Guide impact assessment of capability building programmes
- Lead continuous improvement of programme effectiveness

4) Stakeholder and Partnership Management
- Manage working-level relationships with key internal and external stakeholders
- Guide stakeholder consultation, alignment and co-creation processes
- Foster cross-sector collaborations and partnerships


5) Team Leadership and Development
- Supervise and develop team capabilities in policy and programme work
- Foster innovation and continuous learning culture

Experience:

1) Professional Experience:
- Minimum 8 years of relevant working experience, with at least 3 years in managerial capacity
- Track record in policy development, industry development, programme management and/or organisational development
- Experience in public sector would be advantageous

2) Domain Knowledge
- Understanding of Singapore's social service landscape and key stakeholders
- Experinece in capabilty building, organisational development or change management
- Knowledge of policy development and implementation processes in public sector
