What the role is

Join NEA's Hawker Centres Group (HCG) and help preserve Singapore's iconic hawker culture whilst driving innovation and productivity improvements across our hawker centres!

You will be part of the Hawker Programmes Department within HCG’s Policy, Programmes and Engagement Division (PPED), to design strategies and plan multi-year programmes that aligns with NEA’s objectives, enhancing the livelihoods of hawkers, ensuring the sustainability of this integral part of Singapore's hawker culture.

What you will be working on

You will:

  • Strategic Programme Planning - Conceptualise HCG’s objectives into action plan, coordinate and implement end-to-end strategies and programmes development. Including implementation planning, stakeholder consultations, risk assessment and performance monitoring.

  • Demonstrate systems thinking by designing integrated programme architectures that optimise resource allocation, minimise duplication, and create synergies across multiple workstreams and agencies

  • Facilitate budgeting, prepare funding approval submissions, cost estimates pertaining to financial governance and processes for public sector

  • Oversee the implementation of initiatives and programmes, such as the Productive Hawker Centres (PHC) Programme and the upcoming Hawker Centres Upgrading Programme 2.0 (HUP 2.0)

  • Ensure that renovation/ retrofitting works at existing hawker centres are being carried out in accordance with NEA’s objectives

  • Track initiatives and programmes expenditures and project account closures through collaboration with stakeholders

  • Draft and prepare contract specifications and administer activities pertaining to the procurement of required services prior to the implementation of the initiatives and programmes 

  • Administer the contracts, which includes pre and post contract matters relating to the renovation works and programme related activities

  • Stakeholders’ Engagement

  • Engage senior leadership, cross-functional teams, and external partners to build consensus around programme vision, secure buy-in, and maintain strategic alignment throughout delivery

  • Participate and represent NEA to share on the review of programmes, including the technical aspects to convey NEA’s position with external stakeholders

  • Facilitate engagements including leading and conducting ground engagement with stakeholders on initiatives and programmes

  • Establish and maintain effective relationships with strategic partners and stakeholders

  • Conduct full documentation and keep proper records of the implementation for initiatives and programmes

  • Consolidate and analyse statistics in support of the department’s decision-making process

  • Any other ad-hoc duties assigned 

What we are looking for

The job might be for you if you possess the following qualities:

  • Prior work experience in public sector strategy and programme planning, project & facilities/ building management, estate/ tenancy/ contracts management, built environment and public sector related initiative and programmes would be an advantage

  • Possesses good analytical, problem-solving and project management skills

  • Team player who is resourceful, meticulous and able to multi-task to meet tight deadlines in a fast-paced environment

  • Enjoy collaborating and taking the lead when needed to carry out plans and objectives

  • Able to appreciate the finer details and remain focused on the long-term goals/objectives

  • Good writing, interpersonal and presentation skills

  • Proficient in Microsoft Office Excel, e.g. toggling excel, functions, coming up with creative presentations

  • As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.
