What the role is
Overall Job Purpose
We are seeking applicants to join the Architecture & Land Planning Division to assist on environmental planning and urban design strategies for the Greater Sentosa Master Plan (GSMP) and related projects.
This will include development of environmental planning strategies, managing and coordination of regulatory compliance, habitat restoration, and stakeholder engagement to balance development with biodiversity conservation in coordination with planning & technical agencies to ensure that the planning intent is in line with the broader Greater Southern Waterfront plans. Part of the role involves managing of stakeholder engagements, regulatory approvals, budget unlocking, experience-driven implementation, execution of tender processes & assisting in the project management for nature-sensitive developments & nature-based infrastructure enablers required for the implementation the masterplan vision.
What you will be working on
Key Responsibilities
Develop Environmental Planning Urban Design strategies to drive masterplanning work for delightful & attractive nature sensitive developments and sustainable precincts as part of the Greater Sentosa Master Plan (GSMP).
Coordinate with planning & technical agencies on environmental planning works for GSMP with the broader GSW as well as national planning policies.
Plan, formulate and develop environmental planning parameters for nature-sensitive sustainable infrastructure and developments at the masterplanning, precinct & building scale for the various phases of the GSMP, including rejuvenation of Sentosa and bringing in the next game changer attraction for Pulau Brani.
Contribute to the development and evaluation of Green and Blue Urban Design Guidelines and adaptive management strategies for all parcels, including developmental plots, infrastructure and public realm spaces across the various character zones in the GSMP.
Conduct environmental reviews of development proposals as part of the Environmental Impact Assessment framework to ensure compliance with biodiversity conservation & urban planning regulations
Plan, oversee, and drive the execution of habitat restoration and enhancement projects as part of ecological resilience and sustainable urban planning goals.
Develop and implement robust environmental management and monitoring processes to track environmental planning outcomes, project success, and ecological performance.
Establish, coordinate and implement development plans taking into consideration strategic goals, appropriate development densities, attractive tourism strategies, sustainable transport, district & infrastructural enablers, sensitivity towards built & natural heritage, green & blue spaces, sustainability efforts, coastal protection efforts, placemaking strategies and phasing timelines.
Plan & review of tenancy submissions and redevelopment plans to ensure environmental considerations are well integrated, taking into account experience curation, portfolio positioning and business strategy with internal business units.
Work with internal cross-functional teams, precinct & environmental architects & planners, urban designers, infrastructure & transport engineers to ensure the integrative execution of the masterplan vision.
Coordinate and manage phasing timelines for long time developments as well as short term activations and interim uses.
Coordinate with internal and external stakeholders, obtain necessary planning, technical agencies and statutory clearances by liaising with external agencies and nature groups and ensure master planning & development approvals are following environmental regulations.
Prepare & execute tender packages and project management of environmental surveys, feasibility studies, and environmental impact assessments to implement the master plan and ensure balance development demands with conservation needs across the various phases.
Conduct research on emerging trends and challenges in environmental management & ecological urban design policies for urban planning, urban design and infrastructure coordination for the GSMP and related projects.
What we are looking for
Job Requirements
Degree in Environmental Science, Environmental Planning, or related field
Minimum relevant 5-years experience in environmental planning or environmental impact assessment
Professional certification in Environmental Impact Assessment will be preferred
Proficiency in software such as planning, environmental assessment tools, and ArcGIS
Proactive and creative approach, with a passion for biodiversity conservation
Strong understanding of Singapore's planning framework and environmental legislation
Experience in development control processes, sustainable urban redevelopment principles, environmental guidelines and environmental assessment
Ability to work collaboratively with experience in stakeholder management and engagement in multi-disciplinary environments
Strength in analytical & problem-solving abilities, project management & organisational skills
Strong written & verbal communication abilities
This is a 3-year contract with the possibility of renewal.
