What the role is

As a key member of the procurement team, the incumbent will contribute to the execution of procurement functions, provide strategic guidance to business divisions on procurement procedures and approaches, and support initiatives aimed at enhancing procurement excellence.

What you will be working on

Responsibilities • Develop strategic procurement plans in partnership with business units and divisions (e.g., timelines, procurement needs, available resources); align portfolio of procurement plans with overall procurement strategy and budget to achieve intended outcomes. • Develop risk and sustainable procurement assessment frameworks in consultation with the relevant stakeholders; analyse impact of findings/lapses and propose changes to governance policies and procedures in order to maintain efficiency of procurement delivery. • Engage and partner relevant stakeholders to continuously review and identify opportunities for the central procurement services to provide end-to-end procurement services. • Continuously review and refine the business plan to remain relevant and create value for the divisions • Lead the formulation and management of procurement policies, strategies, compliance, processes and governance, as well as system enhancements of the procurement function. • Oversee strategic sourcing and contracting functions through analysis, tendering and negotiation. • Develop supplier relationship management strategy and approach to establish sustainable and mutually beneficial relationships; provide guidance on the implementation of approaches. • Develop supplier risk management strategy to minimise potential business disruption; reviews risk assessment and quality of supplier performance with stakeholders and resolves issues accordingly. • Forecast and identify potential procurement and contractual risks, propose solutions to mitigate and guides the team to implement. • Provide advice on contract administration matters to users and stakeholders and ensure compliance with appropriate processes and procedures. • Drive continuous procurement operations improvement initiatives for efficiency; direct implementation of procurement operations to streamline processes and minimise vulnerability to fraud, waste and errors. • Lead and guide team members in managing complex supplier-user contractual relationships, providing strategic guidance and direction on procurement matters. • Lead and drive the set-up and implementation of the central procurement services. • Direct and oversee the overall procurement operations to ensure consistency in standards and adherence to procurement policies and processes. • Oversee tendering and evaluation processes to comply with centralised/DA/agency procurement values and policies. • Provide guidance to business/technical users on complex specification requirements for compliance with appropriate approval process. • Evaluate and analyse procurement cases thoroughly, conducting in-depth consultations with stakeholders to understand and fulfil their specific procurement requirements. • Spearhead procurement transformation and digitalisation of procurement processes within the agency. • Work with user departments to manage key suppliers and contracts throughout the contract life cycle to ensure satisfactory performance and reduce risk exposure. • Review all procurement submissions to ensure compliance and accuracy.

What we are looking for

Requirements • Background preferably in Business, Accountancy, Finance or equivalent. • At least 20 years of experience in government procurement and with minimum 10 years of supervisory experience and leading a team. • Ability in leading and motivating a team in a fast-paced environment • Ability to bring together multiple stakeholders, manage diverse views and forge consensus • Strong critical thinking, analytical and project management skills • Excellent writing and presentation skills If you share our passion to make a difference in the cyber security landscape, take up the challenge and apply now.
