What the role is
What you will be working on
Key Responsibilities:
As the Lead Software Engineer at the Building and Construction Authority (BCA), you will lead the technical modernisation of Manpower Capability Development (MCD) systems that manage construction workers and trades in Singapore's built environment, working with business and product teams.
Reporting to the Head of Engineering, you will guide the MCD engineering team's technical direction and plans, in line with BCA's goals and digital initiatives.
Work with business and product teams to create and carry out clear project plans that deliver results efficiently.
Design and update technical plans for your team and related departments, adjusting them based on product needs, business requirements, and system needs.
Guide team members through regular check-ins, reviews, and training to help them grow and perform well.
Work with different teams to put in place strong quality checks, reliability measures, and security standards.
Find and implement practical engineering solutions that improve public services.
Set up clear engineering guidelines, methods, and tools to help the team work effectively.
Review and guide external vendors' code development, ensuring they follow Whole-of-Government (WOG) standards and best practices for:
- Code quality and documentation
- Security requirements
- System architecture
- Testing and deployment procedures
- Performance standards
Help hire skilled engineers, focusing on experienced candidates to build a stronger team.
What we are looking for
Skills & Qualifications:
Experience working on reasonably large, high-availability software systems that have operated at scale.
Experience in modern full-stack web application technologies; experience in modern front-end engineering like Next.Js/React.js and Java/TypeScript on the backend is preferred.
Have a strong sense of what it means to be a technical leader, particularly as it relates to the suite of soft skills beyond just your technical chops.
Passion towards engineering excellence; you deeply understand that software engineering is a team sport, and you take pride in the craftsmanship aspect of software engineering.
Passion towards working for public good with interest.
The ability to guide a team to achieve important goals together.
2+ years of experience coaching developers; helping them enhance their performance and grow their careers.
Experience working on reasonably large, high-availability software systems that have operated at scale.
Proven ability to manage and mentor a technical team, driving high-quality deliverables.
Strong problem-solving skills and the ability to troubleshoot complex technical issues.
Excellent communication skills, both technical and non-technical, with the ability to influence stakeholders.
Strong analytical and critical thinking skills to tackle complex challenges.
Ability to take initiative, work autonomously and meet deadlines with minimal supervision.
Collaborative mindset thrives in cross-functional teams and builds positive relationship.
