What the role is

The individual will be part of the Capability Implementation & People Strategy Team, which focuses on driving manpower attraction and retention strategies to ensure a health pipeline of talents to the Social Service Sector as well as engage Social Service Agencies (SSAs) to drive and support their capability development journey in digitalisation, people and volunteer management.

In your role as Manager, you will oversee the attraction schemes and initiatives, in meeting manpower demand for the sector. This involves working with stakeholders, partners and SSAs to build and find alternative manpower pipelines.

What you will be working on

Key Responsibilities and Activities

  • Be responsible for the management of talent attraction schemes and initiatives to strengthen the social service sector's manpower pipeline, such as scholarships and career conversion programmes.
  • Plan and implement alternative solutions to bridge manpower gaps, including overseas recruitment strategies.
  • Drive continuous improvement of the programmes’ design and implementation.
  • Build and maintain strong relationships with key stakeholders, including educational institutions, funding partners, and Social Service Agencies (SSAs) Collaborate with internal and external partners to enhance programme features and delivery.
  • Evaluate programme effectiveness through reviews, outcome measurements and recommendation, supported by data and trends to propose improvements to existing programmes.

What we are looking for

Experience:

  • Minimum 3 years of relevant experience in project management and/or programme/manpower planning or talent management
  • Proven track record in stakeholder management and programme development
  • Good analytical and problem-solving capabilities
  • Good communication skills
  • Knowledge of social service sector preferred
