Description of Group:
The functions of the Social Support Group (SSP) are to:
a) Develop operations policies for and deliver social assistance schemes and programmes, and address system barriers to support lower-income and vulnerable individuals and families;
b) Develop, manage and license MSF-funded social services for lower-income and vulnerable individuals and families; &
c) Develop partnerships with the community and corporates to deliver services and support to lower-income and vulnerable groups.
Description of Division/Branch:
The Residential Support Branch (RSB) under Residential Support & Licensing Division (RSL) provides support to the vulnerable individuals in the community, including rough sleepers, homeless persons, cardboard collectors, tissues sellers, and those requiring food support or residential support.

What you will be working on
The Strategic Engagement team of the RSB focus on partnering and supporting the stakeholders to collaborate and support the various types of vulnerable persons via three networks: (i) the PEERS Network related to rough sleepers and homeless, (ii) the Vulnerable-in-Community (VIC) Network related to tissue sellers and cardboard collectors; and (iii) the Charity Food Workgroup related to those requiring food support. The Strategic Engagement Team plays a facilitative role to co-create and co-deliver with partners solutions that aim to value-add to the service landscape for these vulnerable persons.
Responsibilities:
• Strategic Stakeholder Engagement – Conceptualise, design and implement strategies to expand partnership to meet the desired outcomes for RSB. Engage existing and new partners of the PEERS Network and VIC Networks to explore initiatives that will help support rough sleepers and vulnerable individuals such as facilitating ground-up efforts in setting up temporary shelters, and outreach efforts to rough sleepers and vulnerable individuals.
• Event Planning and Coordination – Lead the planning and execution of events for partners such as annual appreciation event to commemorate partners’ contributions; Resource Sessions to facilitate cross-sharing of good practices; and engagement sessions of POHs/Senior Management with the community partners.
• Strategic Operations Planning – Lead the planning and execution of new initiatives/pilots to strengthen support to the rough sleepers and the vulnerable individuals, e.g. employment options for VICs; S3P+ alternative models; rough sleeper street counts; maintenance of food directory and database.
• Secretariate and Staffing Work – Perform secretariate work for the MSF-MND Inter-Ministry Rough Sleeper Case Discussions. Plan, schedule and coordinate night walks for POHs in engaging the rough sleepers and vulnerable individuals.
• Media and Communications Management – Interface with Communications Division and other agencies to facilitate media replies and Parliamentary Questions where necessary; coordinate input to comms-related content on rough sleepers and vulnerable individuals; nominate partners for awards and surface Human Interest Stories for media features.
